Functional foods are foods that provide health benefits beyond basic nutrition by containing added ingredients or increased levels of existing components. While all foods technically serve a function by providing nutrients, functional foods go further. They’re designed or enhanced to deliver specific health benefits that may help reduce disease risk or promote overall wellness.
The concept emerged from a simple but powerful idea: food can be medicine. Rather than treating nutrition and health as separate concerns, functional foods bridge the gap between the two. A bowl of regular oatmeal provides energy and nutrients, but oatmeal rich in beta-glucan soluble fiber actively works to lower cholesterol levels, offering protection against heart disease.
The birth of functional foods in Japan
The functional food movement didn’t emerge overnight. Japanese researchers first defined functional foods in the early 1980s, establishing a framework that distinguished three levels of food function. The primary function relates to nutrition and energy. The secondary function involves sensory satisfaction-taste, aroma, and texture. The tertiary function, which defines functional foods, focuses on physiological benefits that support health and prevent disease.
This groundwork led to a landmark development. In 1991, Japan’s Ministry of Health, Labour, and Welfare established Foods for Specified Health Use (FOSHU), the world’s first regulatory system specifically designed to evaluate and approve functional food health claims. This system required manufacturers to provide scientific evidence demonstrating both the safety and effectiveness of their products before making any health-related claims on labels.

The FOSHU system set a new standard for accountability in the food industry. Products seeking FOSHU approval undergo rigorous scientific evaluation by government health councils. Companies must submit clinical and nutritional documentation proving their health claims, demonstrate product safety, and provide analytical methods for identifying active ingredients. By January 2003, approximately 330 products had received FOSHU approval, ranging from probiotic yogurts to cholesterol-lowering cooking oils.
The success of FOSHU inspired similar regulatory approaches worldwide. Other countries recognized the need for systems that could verify health claims while protecting consumers from misleading marketing. Today, functional foods represent a global market worth billions of dollars, with Japan’s functional food sales reaching approximately 8 billion dollars by 2018.
Real-world examples: oatmeal and heart health
Understanding functional foods becomes clearer through concrete examples. Oatmeal stands as one of the most well-researched functional foods, particularly for its cardiovascular benefits. The key ingredient is beta-glucan, a type of soluble fiber that creates a gel-like substance in the digestive system.
This gel has two important effects. First, it physically traps cholesterol-rich bile acids, forcing the body to pull cholesterol from the bloodstream to produce new bile acids. Second, it slows the absorption of cholesterol from food. Research shows that consuming just one and a half cups of cooked oatmeal daily can lower cholesterol by 5 to 8 percent.
The FDA’s historic recognition
In 1997, oats made history by becoming the first food with an FDA health claim label. This approval recognized that whole oat products could legitimately claim to reduce blood cholesterol levels when consumed as part of a diet low in saturated fat and cholesterol. The approval wasn’t granted lightly-it required substantial scientific evidence demonstrating the connection between oat consumption and heart health.
Beyond oatmeal, many other functional foods have emerged. Yogurts fortified with probiotics support digestive health. Orange juice enhanced with plant sterols helps block cholesterol absorption. Eggs enriched with omega-3 fatty acids provide heart-healthy fats typically found in fish. Each product offers targeted health benefits backed by scientific research.
Regulation ensures claims are backed by science
Not every food claiming health benefits actually delivers them. This is where regulation becomes critical. In the United States, the FDA oversees three types of claims that can appear on food labels: health claims, nutrient content claims, and structure/function claims.
Health claims describe relationships between a food substance and reduced disease risk. For a company to make such a claim, they must provide extensive scientific evidence. The FDA reviews this evidence using a “significant scientific agreement” standard, ensuring that qualified experts broadly support the claimed health benefit before approval.
Different levels of evidence, different types of claims
The regulatory system recognizes that scientific evidence exists on a spectrum. Authorized health claims require the strongest evidence and undergo the most rigorous review. These claims must meet the significant scientific agreement standard, where the scientific community broadly accepts the relationship between the food and health benefit.
When evidence is emerging but not yet conclusive, companies can petition for qualified health claims. These claims include qualifying language that indicates the supporting evidence is limited. For example, a claim might state that “some scientific evidence suggests” rather than making a definitive statement. This approach allows consumers to benefit from promising research while maintaining transparency about the strength of evidence.
Structure/function claims describe how a nutrient affects normal body structure or function, such as “calcium builds strong bones.” These claims don’t require FDA pre-approval but must be truthful and supported by the manufacturer’s own evidence.
Global approaches to functional food regulation
Different countries have developed their own regulatory frameworks for functional foods. Japan’s FOSHU system remains one of the most comprehensive, requiring scientific evidence for all claims before approval. The European Union, through the European Food Safety Authority, has established strict regulations that resulted in relatively few approved health claims, emphasizing quality over quantity in health messaging.
In the United States, the FDA regulates functional foods the same way it regulates conventional foods. The agency doesn’t maintain a separate legal category for functional foods. Instead, the primary determinant of a product’s regulatory status is its intended use, which is determined largely by label information and health claims.
Challenges in functional food regulation
Despite established frameworks, regulatory challenges persist. Without a universal definition of functional foods, inconsistencies can arise in how products are classified and evaluated. Some critics argue that current regulations leave room for vague claims that imply health benefits without explicitly stating them, potentially misleading consumers.
The time and cost required to obtain regulatory approval can also discourage innovation. Conducting the clinical trials and gathering evidence needed to support a health claim requires significant investment. This can put functional food development out of reach for smaller companies, potentially limiting the variety of products available to consumers.
The future of food and health
Functional foods represent more than just a market trend. They reflect a fundamental shift in how we approach nutrition and disease prevention. As research continues to reveal connections between specific dietary components and health outcomes, the functional food category will likely expand. Advances in personalized nutrition may eventually allow functional foods to be tailored to individual genetic profiles and health needs.
However, functional foods aren’t magic bullets. They work best as part of a comprehensive approach to health that includes a balanced diet, regular physical activity, and other healthy lifestyle choices. A functional food can support your health goals, but it can’t compensate for an otherwise poor diet or sedentary lifestyle.
For consumers, understanding functional foods means looking beyond marketing claims to the science behind them. Check for products with credible health claims backed by regulatory approval. Read labels carefully to understand what health benefits are actually supported by evidence. And remember that while functional foods can play a valuable role in maintaining health, they complement rather than replace a varied, nutritious diet.
