In 2017, a public health crisis unfolded across several districts in Maharashtra, India, claiming lives and exposing deep flaws in the country’s pesticide management system. This tragic incident centered on Monocrotophos, a highly toxic organophosphate pesticide that contaminated vegetables and exposed agricultural workers to fatal doses. The aftermath forced difficult conversations about pesticide safety, farmer protection, and the urgent need for regulatory reform.

What happened in Maharashtra’s cotton fields
Between July and October 2017, over 35 farmers and agricultural workers died from pesticide poisoning in Maharashtra’s Vidarbha region. The districts of Yavatmal, Nagpur, Akola, and Amravati were hardest hit. Most victims died after inhaling toxic pesticides while spraying cotton crops without adequate protection. The primary culprit was Monocrotophos, alongside other dangerous chemicals like Oxydemeton-methyl, Acephate, and Profenofos.
The incident was particularly severe in Yavatmal district, where 21 farmers lost their lives within just three months. These weren’t isolated cases but part of a larger pattern. Government data revealed that pesticides killed 272 farmers in Maharashtra over the previous four years.
Understanding Monocrotophos and its dangers
Monocrotophos belongs to a class of chemicals called organophosphates. These compounds work by attacking the nervous system, specifically inhibiting an enzyme called acetylcholinesterase. Without this enzyme functioning properly, the neurotransmitter acetylcholine accumulates in the body, causing a cascade of life-threatening symptoms.
Organophosphate poisoning symptoms include excessive salivation, tearing, sweating, vomiting, difficulty breathing, muscle twitching, and in severe cases, seizures and respiratory failure. The mechanism is so powerful that respiratory failure from bronchorrhea and bronchospasm remains the leading cause of death in these poisonings.
The World Health Organization classifies Monocrotophos as a Class Ib pesticide, meaning it’s highly hazardous. This pesticide is banned in 60 countries worldwide, yet it remained freely available to Indian farmers in 2017. Maharashtra hospitals were overwhelmed with patients exhibiting severe abdominal pain, dizziness, and respiratory distress during the outbreak.
Why farmers kept using dangerous pesticides
The continued use of highly toxic pesticides stems from multiple factors. Cotton farming in Maharashtra faces severe pest pressure, and farmers often resort to the most potent chemicals available. But knowledge gaps compound the problem significantly.
Farmers’ primary sources of pesticide information are dealers and manufacturers, not agricultural extension services. These dealers often lack proper training themselves or provide misleading information. The regulatory system creates confusion too. While the Central Insecticides Board approves pesticides for specific crops, state agricultural universities and departments sometimes recommend pesticides for unapproved uses.
Safety equipment presents another barrier. Personal protective equipment required for handling Class I pesticides, including full-body suits, masks, and gloves, is uncomfortable in hot weather and expensive for small farmers. Many farmers work without any protection. Studies found that pesticide containers often lack proper labels, and the instructional leaflets required by law rarely reach farmers at point of purchase.
Maharashtra’s government response
The state government took immediate action after the deaths mounted. On November 1, 2017, Maharashtra banned five insecticides for 60 days, including Monocrotophos 36% formulation, Acephate 75%, Diafenthiuron, and two combination products. The state also formed a Special Investigation Team to examine the circumstances of each death and recommend preventive measures.
Training programs for farmers became a priority. The government launched extensive workshops teaching proper pesticide application methods, the importance of protective gear, and safer pest management alternatives. Law enforcement cracked down on illegal pesticide vendors selling substandard products without proper labeling.
Maharashtra also wrote to the Central Government requesting a permanent ban on Monocrotophos and four other highly hazardous pesticides. However, the temporary ban expired after 60 days, and despite the state’s efforts, the national ban on Monocrotophos didn’t come until October 2023, six years after the Maharashtra tragedy.
India’s pesticide regulation challenges
The 2017 incident exposed fundamental weaknesses in India’s pesticide management framework. The Insecticides Act of 1968, which governs pesticide regulation, hasn’t kept pace with modern safety standards. India had 18 Class I pesticides registered for use at the time, with Class I chemicals representing roughly 30% of all insecticides consumed in the country.
According to the International Code of Conduct on Pesticide Management, pesticides requiring personal protective equipment that’s uncomfortable, expensive, or unavailable should be avoided, especially for small-scale farmers in hot climates. Yet India continued allowing these chemicals. The Anupam Verma Committee, formed in 2015 to review dangerous pesticides, recommended banning only three Class I pesticides by 2018, with four more scheduled for prohibition by 2021.
Enforcement remains inconsistent. States can ban pesticides for only 60 days if safety concerns arise, even when there’s imminent danger to farmers’ lives. The registration system allows pesticides to be approved for one crop but used on others based on recommendations from state agricultural institutions. This creates confusion and facilitates misuse.
The human cost of inadequate protection
India reports approximately 10,000 pesticide poisoning cases annually, with around 7,000 deaths from accidental pesticide intake in 2015 alone. These numbers likely underestimate the true burden, as many cases go unreported, especially in rural areas.
The victims are often small farmers and agricultural laborers, typically poorly educated about pesticide hazards and lacking resources for proper safety equipment. Many farmers spray pesticides during the hottest parts of the day, making protective gear unbearable to wear. Dealers rarely provide safety training, and many farmers mix chemicals with bare hands or wear only cloth scarves to cover their faces.
Beyond acute poisoning, chronic exposure causes long-term health problems. Studies document neurological complications, memory loss, speech impairment, and peripheral neuropathy in workers with repeated organophosphate exposure. Environmental contamination from excessive pesticide use affects soil quality, water sources, and non-target organisms, disrupting entire ecosystems.
Lessons for safer agricultural practices
The Maharashtra tragedy highlighted several critical needs. First, banning highly hazardous pesticides must become a priority. The six-year delay between the 2017 deaths and the 2023 Monocrotophos ban cost additional lives. Second, farmer education requires dramatic improvement. Training programs must reach farmers through multiple channels, not just written labels they may not understand.
Integrated Pest Management offers a safer alternative. This approach combines biological controls, crop rotation, resistant varieties, and targeted pesticide use only when necessary. Government support for IPM adoption remains inadequate, though some states have established training centers to demonstrate these practices.
Enforcement of existing regulations needs strengthening. Illegal pesticide vendors must face consequences, and products must carry proper labels in local languages with clear safety instructions. Making affordable protective equipment available to small farmers would reduce exposure risks significantly.
Finally, India needs comprehensive pesticide management legislation. A Pesticides Management Bill was introduced in Parliament in 2008 but lapsed. New legislation should prioritize user safety, mandate proper training, establish clear approval processes, and enable rapid bans when dangers emerge.
Looking forward
The 2017 pesticide poisoning outbreak was preventable. It resulted from regulatory gaps, inadequate farmer education, poor enforcement, and the continued availability of chemicals banned in most other countries. Maharashtra’s response, while delayed, demonstrated that government action can make a difference through targeted bans, farmer training, and vendor accountability.
However, lasting change requires national commitment to pesticide reform. This means comprehensive legislation, aggressive enforcement, substantial investment in farmer education, and promotion of safer alternatives. The agricultural community deserves protection as they work to feed the nation. Their safety cannot remain an afterthought in pest management strategies.
