It’s where science meets practical decision-making.
Understanding the three components of risk analysis
Risk management doesn’t operate in isolation. It’s one of three interconnected components that make up the broader framework of risk analysis in food safety.
Risk assessment
Risk assessment is the scientific evaluation of potential hazards in food. It involves four steps: identifying the hazard, characterizing how harmful it is, assessing how much exposure people might have, and characterizing the overall risk. This process provides the scientific foundation that risk managers need to make informed decisions.
Risk management
This is where decisions are made about how to control identified risks. Risk managers take the scientific findings from risk assessments and determine what practical measures should be implemented. They must balance scientific recommendations with available resources, technological feasibility, economic considerations, and other legitimate factors.
Risk communication
The third component involves the interactive exchange of information among all stakeholders throughout the entire process. This includes risk assessors, risk managers, consumers, industry representatives, and the academic community. Transparent communication ensures that everyone understands both the risks and the basis for management decisions.
The crucial distinction between risk assessment and risk management
One of the most important principles in food safety is maintaining a clear separation between risk assessment and risk management. Risk assessors are organizations that evaluate the potential harmfulness of foods or ingredients, while risk managers set the legislation and policies around those evaluations.

The key is ensuring that controls are validated and that their implementation is verified through ongoing monitoring.
Monitoring and review
