The Food Safety and Standards Authority of India (FSSAI) serves as the primary regulatory body overseeing food safety standards in the country. Established under the Food Safety and Standards Act of 2006, FSSAI consolidates various food-related regulations that were previously scattered across different ministries and departments. The authority sets science-based standards for food products and regulates their manufacture, storage, distribution, sale, and import to ensure safe food reaches consumers.

When food samples fail to meet safety standards, the authority takes legal action against Food Business Operators under the provisions of the FSS Act. Recent data shows the scale of these enforcement efforts: during 2023-24, FSSAI analyzed 1,70,513 food samples, of which 33,808 were found non-conforming, resulting in 33,750 civil cases and 4,737 criminal cases.

For adulterating food with non-injurious substances, the minimum penalty includes six months imprisonment that can extend to three years, along with a fine starting at Rs 1,000. One of FSSAI’s most innovative consumer empowerment initiatives is the Detect Adulteration with Rapid Test (DART) manual. This comprehensive guide enables consumers to perform simple household tests to detect common adulterants in everyday food items. The manual covers more than 50 quick tests across eight food categories, including milk and milk products, oils and fats, sugar, food grains, spices, fruits and vegetables, and beverages.
For example, consumers can test for water adulteration in milk by placing a drop on a slanting surface. Pure milk flows slowly and leaves a white trail, while water-adulterated milk flows immediately without leaving marks. Similarly, the manual explains how to detect synthetic colors in spices, starch in dairy products, and various other adulterants using materials readily available at home. The DART manual is available free online and has been translated into regional languages to maximize its reach.
Food Safety on Wheels and mobile testing labs
To extend testing capabilities to remote areas where laboratory infrastructure is limited, FSSAI has deployed mobile food testing laboratories called Food Safety on Wheels (FSW). These vehicles are equipped with basic testing infrastructure and travel to public gatherings, schools, and rural areas to conduct on-the-spot qualitative tests for common adulterants in milk, ghee, sweets, and spices. The mobile labs also serve a dual purpose by conducting training sessions and awareness campaigns in communities that lack access to regular food safety services.

FSSAI has established accessible mechanisms for consumers to report suspected food adulteration. Through the FSSAI helpline and the Food Safety Connect mobile app, consumers can lodge complaints about unsafe food products. These reports are promptly investigated, and appropriate action is taken under the FSS Act. This direct reporting system transforms consumers from passive victims into active participants in food safety enforcement.
Ensuring supply chain transparency and traceability
A transparent food supply chain plays a crucial role in preventing adulteration by creating accountability at every stage from farm to table. When consumers scan a QR code on packaged food, they can access the complete journey of that product, including details about the farmer who grew the ingredients and every handler involved in bringing it to retail shelves.
For Indian exporters, implementing robust traceability has become essential for accessing international markets, particularly in the European Union and United States, where stringent documentation requirements are enforced. Domestically, traceability helps businesses respond quickly to food safety incidents, enables targeted recalls when problems occur, and validates sourcing claims for organic and specialty products.
The importance of frequent inspections and sampling
Regular inspections and random sampling form the backbone of food adulteration prevention. Food Safety Officers have the authority to inspect any premises involved in food production, storage, or sale, and can collect samples for laboratory analysis without prior notice. This element of unpredictability keeps Food Business Operators vigilant about maintaining standards.
FSSAI conducts periodic Pan-India surveillance campaigns that focus specifically on staple foods and commodities known to be prone to adulteration. These targeted efforts ensure that commonly consumed items like milk, edible oils, pulses, and spices receive extra scrutiny. The systematic sampling across manufacturers, wholesalers, and retailers helps identify patterns of non-compliance and enables corrective action at the source.
The authority has also established a network of 263 primary food testing laboratories, state laboratories, and NABL-accredited private laboratories across the country to handle the increasing volume of samples. This expanded testing infrastructure reduces the time between sample collection and results, enabling faster enforcement action.

While regulations and enforcement are essential, preventing food adulteration ultimately requires ethical business practices from Food Business Operators. Companies that prioritize quality over quick profits build consumer trust and establish sustainable business models. Many businesses now voluntarily implement quality management systems that go beyond minimum legal requirements. These include internal testing protocols, supplier verification programs, employee training on food safety, and regular audits of their supply chains. Such proactive measures not only prevent adulteration but also protect companies from legal action and reputational damage.
Industry associations and business groups have an important role in promoting ethical practices among their members. By sharing best practices, providing training resources, and encouraging transparency, these organizations can create peer pressure that raises standards across entire sectors.
