What is ISO 22000:2005?
ISO 22000:2005 was first published in 2005 as a comprehensive food safety management system standard applicable to any organization in the food chain. Whether you’re a primary producer, food manufacturer, transport operator, caterer, or packaging supplier, this standard provides requirements to demonstrate your ability to control food safety hazards and ensure food is safe for human consumption.
The standard takes a universal approach. ISO 22000 applies to all organizations directly or indirectly involved in the food value chain, regardless of size or complexity. This includes producers of packaging materials, cleaning services, pest control companies, and industrial laundry services. The flexibility of the standard allows organizations to seek certification, make self-assessments, or demonstrate conformity to customers and regulators.
Core philosophy and principles
The philosophy behind ISO 22000:2005 centers on prevention rather than reaction. The standard encompasses HACCP principles but extends further and takes a broader view on food safety, integrating management system principles with hazard control methodologies.
At its foundation, the standard operates on several key principles. First, it emphasizes a systematic approach to identifying and controlling food safety hazards at every stage of the food chain. Second, it requires organizations to adopt a process-based management system that ensures consistency and continuous improvement. Interactive communication is an essential factor for risk management, requiring a structured informative flow in every direction, internally and externally, which guarantees effective control of hazards.

ISO 22000:2005 introduced the concept of Operational Prerequisite Programs, commonly known as OPRPs. OPRPs are control measures essential in controlling a specified food safety hazard to manage their introduction to the food processing system. This concept filled a critical gap between basic prerequisite programs and critical control points.
Think of OPRPs as control measures that target specific hazards but aren’t as critical as CCPs. For example, a metal detection system in a packaging line would be an OPRP. While essential for controlling metal contamination hazards, the process could technically continue without it, though with significantly increased risk. OPRPs are identified through hazard analysis and are designed to reduce the likelihood of contamination or the proliferation of hazards in products or the processing environment.
The role of emergency preparedness
Emergency preparedness represents another crucial element within ISO 22000:2005. Organizations must establish, implement, and maintain procedures to manage potential emergency situations and accidents that can impact food safety. This includes scenarios like power failures, equipment breakdowns, contamination incidents, or natural disasters.
An effective emergency preparedness plan identifies potential emergency situations, establishes response procedures, assigns responsibilities, ensures communication protocols are in place, and includes provisions for testing and updating the emergency response plans. The standard doesn’t simply require HACCP implementation. It embeds HACCP within a broader management system framework that includes prerequisite programs, communication protocols, and continuous improvement mechanisms. This integration ensures that HACCP operates within a supportive organizational structure rather than as a standalone program.
Control measure assessment and validation
Control measure assessment forms a critical part of the hazard analysis process. Organizations must identify all potential food safety hazards, assess their significance, and select appropriate control measures. These control measures might be prerequisite programs, operational prerequisite programs, or critical control points, depending on the level of control needed.
Validation ensures that the selected control measures are actually capable of controlling the identified hazards to acceptable levels. This isn’t a one-time activity. Organizations must validate control measures before implementation and revalidate them whenever changes occur in ingredients, processes, equipment, or distribution systems.
Documentation structure of the food safety management system
ISO 22000:2005 requires a documented food safety management system but doesn’t prescribe an overly rigid documentation structure. The system must include documented statements of food safety policy and objectives, documented procedures and records required by the standard, and documents needed by the organization to ensure effective planning, operation, and control of food safety processes.
Key documentation typically includes a food safety manual that outlines the scope of the FSMS and explains how the organization meets standard requirements. Documented procedures cover critical processes like document control, record control, corrective actions, and internal audits. Work instructions provide detailed guidance for specific tasks, while records demonstrate that processes are operating as planned and food safety objectives are being achieved.
Document control and record management
Effective document control ensures that appropriate versions of applicable documents are available at points of use, that documents are reviewed and updated as necessary, and that obsolete documents are promptly removed from use. Records provide evidence of conformity to requirements and effective operation of the food safety management system. They must be legible, readily identifiable, retrievable, and protected against damage or loss.
Establishing food safety policy and measurable objectives
The food safety policy represents top management’s commitment to food safety. It must be appropriate to the organization’s role in the food chain, comply with statutory and regulatory requirements and mutually agreed customer requirements, be communicated and understood within the organization, and be reviewed for continuing suitability.
Food safety objectives translate the policy into measurable targets. These objectives must be established at relevant functions and levels within the organization. Examples of measurable objectives might include reducing aseptic bag losses in juice processing operations, decreasing fruit spoilage rates in storage facilities, or achieving zero pathogen detection in finished products over a specified period.
Setting meaningful targets
Effective food safety objectives are specific, measurable, achievable, relevant, and time-bound. For instance, rather than vaguely stating “improve hygiene,” an organization might set an objective to “reduce environmental pathogen detection rates in processing areas by 50% within 12 months through enhanced sanitation protocols.” Such specific objectives enable organizations to track progress, allocate resources effectively, and demonstrate continuous improvement in food safety performance.
Measuring progress toward objectives requires establishing key performance indicators and monitoring systems. These might include tracking contamination incidents, monitoring critical control point deviations, measuring training completion rates, or analyzing customer complaints related to food safety. Regular review of these metrics during management reviews ensures that objectives remain relevant and that the organization is making progress toward its food safety goals.
