High hygiene risk applies to packaging that comes into direct contact with food products or other hygiene-sensitive products, as well as primary packaging used for food where no absolute barrier exists. These materials require the most stringent controls given their direct impact on food safety.
Low hygiene risk covers packaging for consumer products and secondary or tertiary packaging for all uses. While still important, these materials present less direct risk to food safety and may have slightly less stringent requirements in certain areas.
