When you see an ISO 9001 or ISO 14001 certificate from a company in another country, how do you know if it’s trustworthy? This is where the International Accreditation Forum comes into play. The IAF serves as a global watchdog that ensures accredited certificates carry the same weight whether they’re issued in Tokyo, London, or New York. Understanding how this organization operates is crucial for businesses engaged in international trade and for professionals working in quality management systems.

What is the International Accreditation Forum?

The International Accreditation Forum (IAF) is a worldwide association of accreditation bodies and interested organizations working in conformity assessment. Established in April 1993 in Geneva, Switzerland, the IAF brings together accreditation bodies responsible for quality system certification programs and related activities.

The primary mission of IAF is straightforward but critical: to develop a single worldwide program of conformity assessment that reduces risk for businesses and their customers. This is achieved by ensuring that accredited certificates and validation statements can be relied upon globally. The organization works across multiple fields including management systems, products, processes, services, personnel, and validation and verification programs.

The core functions of IAF

IAF operates with two primary objectives that form the backbone of its global influence. First, the organization ensures that its accreditation body members only accredit entities that are competent to perform their designated work and free from conflicts of interest. This vetting process maintains the integrity of the entire accreditation system.

Second, IAF maintains the Multilateral Recognition Arrangement (MLA) between its accreditation body members. This arrangement contributes to the facilitation of world trade by eliminating technical barriers. When accreditation bodies sign the IAF MLA, they agree to recognize certificates issued by conformity assessment bodies accredited by other MLA signatories.

How the IAF MLA transforms international trade

The IAF MLA represents a significant achievement in international cooperation. Introduced in January 1998, the first MLA for quality management systems was signed by fourteen accreditation bodies in Guangzhou, China. This groundbreaking agreement allowed certificates issued by accredited certification bodies in one country to be recognized in other member countries without requiring re-certification.

The scope has expanded considerably since then. In October 2004, members signed an MLA for environmental management systems, adding ISO 14001 certification to the list of mutually recognized programs. Throughout the 2000s and 2010s, IAF continued extending the MLA to cover additional standards, including product certification, validation and verification, and greenhouse gas emission statements.

The practical impact is substantial. A company certified under ISO 9001 by a certification body accredited by an IAF MLA signatory can use that certificate when doing business in any economy with IAF MLA coverage. This eliminates the costly and time-consuming need for multiple certifications in different markets.

IAF membership structure and governance

IAF’s membership structure reflects its diverse stakeholder base. Accreditation body membership is open to bodies that conduct and administer programs for accrediting validation and verification bodies, or bodies for certification of management systems, products, processes, services, personnel, and other conformity assessment programs.

When an accreditation body first joins IAF, it signs a Memorandum of Understanding to receive basic membership. This doesn’t automatically make them an MLA signatory. Accreditation bodies must declare their intention to join the IAF MLA and undergo a rigorous evaluation process before achieving signatory status.

The peer evaluation process

Becoming an IAF MLA signatory requires passing a stringent evaluation. Accreditation bodies are admitted to the IAF MLA only after a peer evaluation team evaluates their operations to ensure full compliance with both international standards and IAF requirements. This evaluation confirms that the accreditation body operates at world-class standards.

Once accepted as an MLA signatory, accreditation bodies must recognize certificates and validation statements issued by conformity assessment bodies accredited by all other MLA signatories within the appropriate scope. The IAF MLA consists of a five-level arrangement, with levels two and three constituting main scopes and levels four and five constituting sub-scopes.

Regional accreditation groups

IAF leverages regional structures to extend its reach efficiently. Regional accreditation group membership is open to associations of accreditation bodies that maintain regional multilateral recognition agreements. These groups perform the majority of peer evaluation activities on behalf of IAF.

Recognized regional accreditation groups are evaluated every four years by IAF to confirm that their membership criteria and peer evaluation processes meet IAF requirements. Six regional groups currently hold recognized status, including the European Accreditation (EA), Asia Pacific Accreditation Cooperation (APAC), and Inter American Accreditation Cooperation (IAAC).

Eliminating technical barriers to trade

One of IAF’s most significant contributions is its role in breaking down technical barriers that can impede international trade. Before systems like the IAF MLA existed, companies often faced the burden of obtaining separate certifications in each country where they wanted to do business. This created substantial costs and delays.

These arrangements aim to reduce technical barriers to trade and facilitate the exchange of goods and services between countries. The long-term goal is achieving the objective of “certified once, accepted everywhere.” This principle enables products and services to move freely across borders without redundant testing, inspection, or certification.

For businesses, this means reduced certification costs, faster market access, and greater confidence in supplier quality regardless of geographic location. For governments, the IAF MLA provides a credible framework for developing bilateral and multilateral trade agreements.

IAF CertSearch and certificate validation

To support transparency and combat fraudulent certificates, IAF launched IAF CertSearch. This global database allows users to search and validate the status of accredited certifications issued by certification bodies accredited by IAF signatory member accreditation bodies.

The database provides organizations with information about the accredited network, including lists of all accreditation bodies and certification bodies worldwide. This tool supports IAF’s objective of “certified once, accepted everywhere” by making it easy for anyone to verify the authenticity and status of a certificate.

IAF’s organizational structure

IAF operates through a defined governance structure. General meeting members hold the highest level of authority, making decisions and establishing policy. The board is responsible for legal actions on behalf of members, developing broad policy directions, and ensuring day-to-day work aligns with approved policies.

The organization maintains committees and working groups focused on specific technical areas and regional coordination. This structure ensures that IAF can respond to evolving needs in conformity assessment while maintaining consistency across its global network.

Collaboration with partner organizations

IAF doesn’t operate in isolation. The work of ILAC and IAF aligns with key projects of UNIDO and UNECE, which promote the adoption of accreditation to facilitate trade, provide employment opportunities, and support exports and foreign direct investment.

IAF and ILAC (International Laboratory Accreditation Cooperation) jointly promote World Accreditation Day each June 9th. This annual event raises awareness about the value of accreditation among governments, businesses, and the general public.

The value of IAF recognition

For certification bodies, IAF MLA signatory status represents a mark of credibility and international acceptance. Certificates issued under IAF MLA-recognized programs carry greater weight in international markets and regulatory frameworks.

For organizations seeking certification, choosing a certification body accredited by an IAF MLA signatory ensures that their certificate will be recognized internationally. This is particularly important for companies operating in multiple countries or those looking to expand into new markets.

The IAF MLA mark can appear on certificates alongside the accreditation symbol, providing visual confirmation that the certificate meets international standards and is traceable to the highest authority in the accreditation hierarchy.
