Auditor competence involves several interconnected elements. It starts with personal behavior and the ability to apply knowledge and skills gained through education, work experience, auditor training, and actual audit practice. This multifaceted view recognizes that being a competent auditor requires both hard technical skills and soft interpersonal abilities.

Core components of auditor competence

Personal attributes that define effective auditors

ISO 19011 identifies specific personal attributes that enable auditors to perform effectively. Auditors must demonstrate ethical behavior, open-mindedness, diplomacy, tenacity, and the ability to communicate and work in a team. These traits aren’t optional niceties but essential requirements for conducting credible audits.

Ethical behavior forms the foundation, requiring auditors to act with honesty and responsibility while maintaining objectivity throughout the audit process. Open-mindedness allows auditors to consider alternative ideas and viewpoints without prejudice, which is particularly important when evaluating diverse food safety practices across different organizations.

Diplomacy helps auditors navigate sensitive situations tactfully, especially when delivering findings that may be difficult for auditees to hear. Tenacity ensures auditors remain focused on achieving audit objectives even when facing obstacles or resistance. Technical auditing skills include the ability to plan audits systematically, collect and verify objective evidence, conduct effective interviews, evaluate compliance, and prepare clear audit reports. Auditors must also be skilled in risk assessment, sampling methods, and root cause analysis to identify not just symptoms but underlying systemic issues.

Building auditor competence through education and training

These training courses typically cover audit planning, conducting opening and closing meetings, evidence collection methods, finding classification, report writing, and follow-up procedures.

Training programs aligned with ISO 19011 and specific management system standards ensure auditors understand both the general principles of auditing and the particular requirements of the standards they’ll audit against. For food safety auditors, this means completing training on ISO 22000 or equivalent food safety management system standards.

Many certification bodies require auditors to complete accredited training courses from recognized providers. These courses must meet specific content and duration requirements to ensure consistent auditor competence across the industry.

Gaining practical experience through audits

Theory and training must be supplemented with hands-on audit experience. ISO 19011 emphasizes that auditors should develop, maintain, and improve their competence through regular participation in audits. Practical experience allows auditors to apply their knowledge in real-world situations, learn from challenges, and refine their techniques.

For initial certification, auditors typically must complete a minimum number of audit days under the supervision of qualified lead auditors. Initial auditors need to perform at least 12 audit days across different organizations, ensuring exposure to various operational contexts and management approaches.

This supervised experience serves multiple purposes. It allows trainee auditors to practice their skills in a supported environment, receive feedback from experienced professionals, and gradually take on more responsibility as their competence grows. Supervisors can assess whether auditors demonstrate the necessary personal attributes, apply their knowledge appropriately, and handle challenging situations effectively.

The four-step evaluation process

ISO 19011 outlines a systematic four-step process for evaluating auditor competence. This structured approach ensures evaluations are objective, consistent, fair, and reliable.

Step one: Determining required competence

The first step involves identifying what competencies are needed to fulfill the audit program’s objectives. This requires understanding the types of audits planned, the industries or sectors involved, and any unique challenges or requirements. The competence requirements should align with the audit program’s scope and the management systems being audited.

For food safety audits, this means defining the specific knowledge of food safety regulations, understanding of processing operations, familiarity with hazard analysis, and ability to evaluate control measures that auditors must possess.

Step two: Establishing evaluation criteria

Once required competencies are identified, clear and measurable evaluation criteria must be defined. These criteria should cover personal attributes, knowledge areas, auditing skills, and practical experience. The criteria must be specific enough to enable objective assessment while being flexible enough to accommodate different audit contexts.

Criteria might include demonstrated knowledge of relevant standards, number of audits completed, feedback scores from previous audits, ability to write clear findings, and evidence of professional development activities.

Step three: Selecting evaluation methods

Various methods can be used to evaluate auditor competence, and the most appropriate combination should be selected. Common evaluation methods include written examinations to test knowledge, review of audit reports and work products, observation of auditors during actual audits, feedback from auditees and audit clients, self-assessment, and interviews or oral examinations.

Using multiple evaluation methods provides a more complete picture of auditor competence than relying on a single assessment approach. For example, while written exams can test theoretical knowledge, only observation during actual audits can assess practical application of skills and personal attributes.

Step four: Conducting the evaluation

The evaluation should be implemented systematically and documented thoroughly. Evaluations should be conducted periodically to ensure auditors maintain their competence and adapt to evolving standards and practices.

Evaluation outcomes serve three primary purposes: selecting qualified audit team members for specific assignments, identifying areas where auditors need additional training or development, and providing ongoing performance feedback to support continuous improvement.

Maintaining and improving auditor competence

Competence isn’t static. Auditors should develop, maintain, and improve their competence through continual professional development and regular participation in audits. The food safety landscape continually evolves with new regulations, emerging hazards, technological advances, and updated standards.

Professional development activities might include attending workshops and conferences, completing additional training courses, participating in professional auditor networks, staying current with industry publications and regulatory updates, and pursuing advanced certifications in specialized areas.

Regular audit practice is equally important. Auditors who conduct audits infrequently may lose touch with current practices and find their skills becoming rusty. Most certification schemes require auditors to complete a minimum number of audits annually to maintain their certification status.

Team competence versus individual competence

An important principle in ISO 19011 is that not every auditor needs identical competence. What matters is that the overall competence of the audit team is sufficient to achieve the audit objectives. This allows for strategic team composition where members bring complementary skills and expertise.

For complex food safety audits, a team might include auditors with different specializations-one with deep knowledge of processing operations, another with expertise in laboratory systems, and a third with strong regulatory compliance background. Together, they provide comprehensive coverage even though individually they might not possess all competencies.

This team-based approach also facilitates knowledge transfer, with experienced auditors mentoring less experienced team members during actual audits. It creates opportunities for professional growth while ensuring audit quality is maintained.

Linking competence to audit program success

The competence evaluation process directly supports audit program management. By systematically assessing and developing auditor competence, organizations can ensure they have qualified personnel available to meet audit program needs.

When competence gaps are identified, targeted training can be provided. When auditors demonstrate strong competence in particular areas, they can be assigned to audits where that expertise is most valuable. This strategic approach to competence management optimizes both individual auditor development and overall program effectiveness.

Documentation of auditor competence evaluations also provides evidence of due diligence, which is important for organizations conducting third-party audits or certification activities. It demonstrates that auditors have been properly qualified and their competence verified through systematic processes.
