Miscellaneous documents form the connective tissue between your operational procedures and the broader regulatory, organizational, and technical landscape. ISO 22000:2018 requires organizations to identify, document, and maintain various types of information that support the food safety management system but don’t fit neatly into traditional procedural categories. These documents ensure your FSMS operates within legal boundaries, aligns with business objectives, and draws upon validated scientific knowledge.

Statutory and regulatory requirements documentation

Every food business must comply with applicable laws and regulations. The standard requires organizations to ensure that all applicable statutory and regulatory food safety requirements are identified for all raw materials, ingredients, and end products. This documentation must be continuously maintained and updated as regulations change.

What to include in statutory documentation

Your statutory requirements documentation should encompass national food safety regulations, local health codes, import-export requirements if applicable, and industry-specific regulations. For organizations operating across multiple jurisdictions, this becomes particularly complex as you must track requirements for each location. The documentation should specify which regulations apply to specific products, processes, or facilities within your operation.

Regular review of these requirements is essential since food safety regulations evolve frequently. Establish a systematic process for monitoring regulatory updates from relevant authorities. Assign responsibility for tracking changes and communicating updates to affected departments.

Documents of external origin

Documents of external origin include any information from outside sources that impacts your food safety management system. These might include supplier specifications, customer technical requirements, certification body guidelines, industry standards, and scientific publications relevant to your hazard analysis.

The policy must be available as documented information, communicated throughout the organization, and available to relevant interested parties. Display it prominently in production areas, include it in employee training materials, and reference it in communications with suppliers and customers. Regular reinforcement of the policy helps embed food safety culture throughout your organization.

Food safety objectives

Organizations must establish objectives for the FSMS at relevant functions and levels. These objectives translate your food safety policy into measurable targets that drive improvement efforts.

Effective food safety objectives should be consistent with your policy, measurable where practicable, and take into account applicable statutory, regulatory, and customer requirements. They must be monitored, verified, communicated, and maintained as documented information.

Setting meaningful food safety objectives

Examples might include reducing microbial counts in specific products, achieving zero customer complaints related to allergens, or maintaining 100% compliance in internal audits. Link each objective to specific responsibilities, timelines, and resource allocations. Review objectives regularly to ensure they remain relevant and challenging as your organization evolves.

List of available resources

Documentation of available resources provides a clear picture of what your organization has to support the FSMS. ISO 22000 requires organizations to determine and provide resources needed for establishment, implementation, maintenance, and continual improvement of the food safety management system.

This documentation should cover human resources, infrastructure including buildings and equipment, work environment factors, and any externally provided resources. It helps management make informed decisions about resource allocation and identifies gaps that could impact food safety performance.

List of role-wise necessary competence

A competency matrix or role-wise competence list defines the knowledge, skills, and experience required for each position that affects food safety. The standard requires organizations to determine necessary competence of persons doing work that affects food safety performance.

Developing comprehensive competency requirements

For each role, specify educational qualifications, required training, relevant experience, and any certifications needed. This documentation guides recruitment, training program development, and performance evaluation. It also helps identify when additional training or support is needed to ensure personnel can effectively fulfill their food safety responsibilities.

Create separate documentation for each target market that consolidates all applicable requirements. This prevents confusion and reduces the risk of non-compliance when products cross borders. Technical documents provide the scientific foundation for your hazard analysis and control measures. Decisions in HACCP application must be based on science, free from bias, and documented. This includes research articles, scientific studies, industry guidance documents, and validation studies.

Collect and maintain technical literature relevant to your products and processes. Reference statutory requirements in relevant procedures, link customer requirements to verification activities, and ensure technical documents support your hazard analysis.

Establish a document control system that manages all miscellaneous documents consistently. This should include version control, approval workflows, distribution processes, and periodic review schedules. Regular audits should verify that these documents remain current and are being used as intended.
