When food manufacturers seek to supply major retailers in Europe, they often encounter a critical requirement: IFS Food certification. The International Featured Standards (IFS) provide a comprehensive framework that ensures food products meet rigorous safety and quality standards. At the heart of this framework lies the IFS Catalogue of Requirements, a detailed checklist that guides organizations through every aspect of their food safety management system.

Understanding the structure of the IFS requirements

The current IFS Food Version 8 organizes its requirements into five distinct chapters, each addressing critical aspects of food safety and quality management. This streamlined structure consolidates what was previously six chapters in Version 7, making the standard more efficient while maintaining its comprehensive approach. The catalogue encompasses 234 requirements that cover everything from leadership commitment to measurement of performance outcomes.

The assessment checklist aligns with GFSI Benchmarking Requirements, FSMA, and EU regulations, ensuring that certified organizations meet internationally recognized standards. This alignment makes IFS certification valuable not just for European markets but for global food supply chains seeking consistent food safety practices.

Chapter 1: Quality management system

The foundation of IFS compliance begins with establishing a robust quality management system. This chapter requires organizations to develop and implement a corporate policy that addresses food safety, product quality, legality, and authenticity. Senior management must demonstrate visible commitment by providing necessary resources and breaking down these policies into specific, measurable objectives for relevant departments.

A critical component within this chapter is the HACCP system (Hazard Analysis and Critical Control Points). Organizations must establish a qualified HACCP team, conduct thorough hazard analyses, and implement control measures at critical control points. Good manufacturing practices and hygiene practices are now directly linked to the HACCP plan, with validation and revalidation required. This integration ensures that prerequisite programs support the overall food safety strategy.

Food safety culture objectives

Version 8 places increased emphasis on food safety culture, requiring organizations to set concrete objectives in four key areas: communication about food safety policies and responsibilities, training programs, employee feedback mechanisms, and performance measurement. This focus recognizes that effective food safety depends not just on systems and procedures, but on creating an organizational culture where every employee understands their role in protecting consumers.

Chapter 2: Management responsibility

Leadership and accountability form the core of this chapter. Top management must demonstrate active involvement in the quality management system, leading by example and ensuring that food safety remains a top priority. This goes beyond simply approving policies; it requires management to regularly review system performance, allocate resources effectively, and respond decisively to food safety issues.

Customer focus represents another crucial element. Organizations must understand customer requirements, regularly seek feedback, and implement improvements that enhance customer satisfaction. This customer-centric approach ensures that food safety and quality standards reflect market expectations and regulatory requirements.

Communication and coordination

Effective internal communication channels must be established to ensure information flows seamlessly across all organizational levels. Management must keep employees informed about quality policies, objectives, and any changes that affect food safety. This transparent communication helps create alignment throughout the organization and ensures everyone understands their responsibilities.

Chapter 3: Resource management

Organizations cannot achieve high food safety and quality standards without adequate resources. This chapter addresses three critical resource categories: human resources, infrastructure, and work environment.

Human resources and training

Qualified and well-trained personnel are essential for maintaining food safety standards. Organizations must invest in regular training programs that keep employees updated on food safety practices, quality standards, and their specific job responsibilities. Personnel hygiene requirements must be reviewed on a risk basis, but at least once every three months. Proper training ensures employees remain competent and capable of performing their roles effectively while understanding how their work impacts product safety.

Infrastructure and maintenance

Maintaining suitable infrastructure is crucial for preventing contamination and ensuring smooth operations. Organizations must ensure that facilities, equipment, and utilities remain in good condition and meet required standards. Regular maintenance schedules help prevent breakdowns that could compromise food safety or product quality. All equipment must be appropriate for its intended use and properly validated before implementation.

Work environment safety

A safe and conducive work environment is necessary for producing high-quality food products. Organizations should implement measures that ensure employee safety and well-being, reducing the risk of accidents and contamination. This includes proper lighting, ventilation, temperature control, and sanitation facilities that support both worker safety and product protection.

Chapter 4: Product realization

This chapter represents the most extensive section of the IFS requirements, covering the entire product lifecycle from development to delivery. In Version 8, this chapter now incorporates requirements from the former Chapter 6, creating a comprehensive view of product-related processes.

Specifications and formulations

Organizations must maintain current and unambiguous specifications for all raw materials, including ingredients, additives, packaging materials, and any reprocessed materials. These specifications must meet legal obligations and customer requirements. Where customer agreements exist regarding product formulation, recipes, or technological requirements, organizations must strictly adhere to these agreements.

Product development and authenticity

Requirements for product authenticity are consistently anchored throughout the standard in almost all chapters. Organizations must implement procedures to prevent food fraud and ensure products are genuine. This includes validating preparation recommendations for consumers and confirming the suitability of product packaging for each relevant product.

Factory environment and contamination control

Organizations must implement procedures to avoid contamination with foreign objects and materials based on hazard analysis and risk assessment. Any contaminated products must be treated as non-conforming. A risk-based environmental monitoring program with defined criteria must be implemented to detect potential contamination issues before they affect finished products.

Traceability systems

A robust traceability system must be in place that allows identification of product batches in relation to batches of raw materials and packaging in direct contact with food. This traceability is essential for effective recall management and investigating food safety incidents. Organizations must be able to trace products both forward to customers and backward to suppliers.

Allergen management and pest control

Comprehensive allergen management procedures must prevent cross-contamination and ensure accurate labeling. Organizations must also implement effective pest control measures and maintain detailed records of pest monitoring and control activities. Waste disposal procedures must prevent contamination and pest attraction while complying with legal requirements.

Chapter 5: Measurements, analysis, and improvements

Continuous improvement forms the cornerstone of this final chapter. Organizations must establish systems to monitor, measure, and analyze their food safety and quality performance, then use this information to drive ongoing improvements.

Internal audit programs

Effective internal audits must be conducted in accordance with an agreed audit program that covers all IFS Standard requirements. The scope and frequency of internal audits must be based on hazard analysis and risk assessment. Activities critical to food safety and product quality must be audited more frequently, with a flexible period of maximum 15 months for implementation granted. This also applies to off-site storage locations owned or rented by the company.

Product testing and validation

Organizations must implement product testing programs based on risk assessment. Risk-based cleaning and disinfection plans must be validated, with records of these activities reviewed by a designated person. All procedures, critical control points, and new equipment require proper validation to ensure they function as intended.

Corrective actions and recall procedures

When deviations or non-conformities occur, organizations must document both corrections and corrective actions. Root cause analysis is required for deviations related to safety, legality, authenticity, or recurring issues. An effective recall procedure must be in place that ensures affected customers are informed as quickly as possible, with clearly defined responsibilities.

Management review

Senior management must conduct regular reviews of the food safety and quality management system to ensure its continuing effectiveness. These reviews should consider internal audit results, customer feedback, product testing data, corrective actions, and opportunities for improvement. The review process ensures the system remains relevant and effective as the organization and its operating environment evolve.

The knockout requirements

Throughout these five chapters, IFS identifies ten critical “knockout” requirements that are absolutely essential for food safety. Failure to meet even one knockout requirement results in automatic certification failure, regardless of performance in other areas. These knockouts include corporate policy development, HACCP system implementation, personal hygiene requirements, raw material specifications, adherence to customer agreements, foreign body contamination control, traceability systems, internal audit programs, recall procedures, and corrective action management.

Achieving compliance and continuous improvement

The IFS Food Standard reviews products and production processes to evaluate a food producer’s ability to produce safe, authentic, and quality products according to legal requirements and customer specifications. Annual audits by qualified IFS auditors assess compliance with these requirements, with at least every third audit conducted unannounced to ensure consistent adherence to standards.

The scoring system ranges from A (full compliance) to D (major non-conformity), with organizations needing to achieve sufficient scores on critical points to obtain or maintain certification. This scoring approach drives continuous improvement by identifying areas where organizations can strengthen their systems and processes.
