Resource management forms the backbone of any successful food safety program, ensuring that your organization has the right people, proper facilities, and adequate systems to consistently produce safe, high-quality products. Whether you’re preparing for your first IFS audit or working to maintain certification, understanding resource management requirements can mean the difference between compliance and non-conformity.

Why resource management matters for IFS compliance

Resource management in IFS standards focuses on providing the necessary infrastructure, training, and personnel to implement your food safety system effectively. This section evaluates whether your organization has allocated sufficient resources to meet product and process requirements. Senior management must provide appropriate resources to ensure compliance with food safety, quality, legality, and authenticity standards.

The IFS approach emphasizes that having documented procedures isn’t enough. You need competent personnel who understand their responsibilities, adequate facilities that support safe production, and systems that ensure continuous improvement. Resource management requirements cover everything from human resources and infrastructure to training programs and internal communication channels.

Building personnel competency from the ground up

All personnel performing work that affects product safety, quality, legality, and authenticity must have the required competence appropriate to their role. This competence should result from education, work experience, training, or a combination of these factors.

Defining roles and responsibilities

Senior management must ensure employees are aware of their responsibilities related to food safety and product quality. This is designated as Knock Out requirement number 1 in IFS standards, making it critical for certification. Organizations need clearly documented mechanisms to monitor the effectiveness of personnel operations, including job descriptions, training records, and performance evaluations.

The food safety and quality department should have a direct reporting relationship to senior management. An organizational chart showing the company structure must be documented and maintained, including a list of officers such as the HACCP team leader, food defense coordinator, and quality assurance manager.

Training requirements that go beyond basics

Training programs must be specific to each role and include food safety principles, standard operating procedures, and any changes implemented during the certification process. Personnel training and competency ensure that all employees understand their contribution to product safety and quality.

Ongoing training is essential to maintain compliance. Companies must provide evidence that employees receive regular refresher training and updates whenever processes, equipment, or procedures change. Training effectiveness should be evaluated through assessments, observations, and performance monitoring.

Infrastructure and work environment essentials

Senior management must identify and review the infrastructure and work environment needed to ensure food safety, product quality, legality, and authenticity at least once within a twelve-month period or whenever significant changes occur.

What infrastructure reviews must cover

The infrastructure review must include buildings, supply systems, machines and equipment, transport, staff facilities, environmental conditions, hygienic conditions, workplace design, and external influences such as noise and vibration. Based on identified risks, review results should be considered for investment planning.

Organizations need a risk-based investment plan for the coming years, showing the planned service life of technical components and equipment. This demonstrates proactive maintenance planning rather than reactive responses to equipment failures.

Maintaining proper environmental conditions

Work environment factors directly impact product safety. Temperature controls, humidity levels, air quality, and lighting must be appropriate for the processes being performed. Hygienic conditions should be assessed regularly, including air exchange rates in sensitive areas.

External factors like noise and vibration also require evaluation. These can affect employee performance and potentially impact product quality if not properly controlled. Regular assessments help identify areas needing improvement before they become audit findings.

Protective clothing programs that prevent contamination

Protective clothing requirements form part of the Knock Out requirements under personnel hygiene in IFS standards. All personnel, contractors, and visitors must understand and apply these requirements in areas where they have direct access to production.

Establishing clothing requirements by area

Different production areas require different levels of protective clothing. High-care zones where highly perishable products are processed demand more stringent requirements, including clean uniforms, hair nets or caps, beard snoods where applicable, and appropriate footwear.

Protective clothing must be maintained, stored, laundered, and worn in ways that don’t present contamination risks. Outdoor clothing and protective work clothing should be stored separately from each other. Facilities must be available for cleaning and possibly disinfecting boots, footwear, and protective clothing when necessary.

Managing changing rooms and storage

Suitable changing rooms must be provided for employees, including temporary workers and visitors who have direct access to production areas. There must be enough storage lockers for personal property, with clear rules for correct handling. Food brought to work may only be stored or consumed in designated areas, never in production zones.

Medical screening and infectious disease procedures

Medical screening procedures must be implemented to notify management of infectious diseases and conditions impacting food safety. This requirement protects both product safety and public health.

Implementing pre-employment screening

Organizations should conduct medical screening before employees begin work in food handling areas. This initial screening establishes baseline health status and identifies any conditions that could pose food safety risks. The screening process must comply with applicable privacy laws while ensuring adequate protection for products.

Handling infectious disease notifications

When health issues or infectious diseases may impact food safety, actions must be taken to minimize contamination risks. Notifiable diseases are defined by competent authorities, and staff must be informed about proper behavior when a contagious disease is present or suspected.

Clear procedures should outline what employees should do if they develop symptoms of illness, have open wounds, or experience other health conditions that could affect food safety. These procedures must be communicated effectively and reinforced through training.

Staff facilities that support hygiene

Personnel provisions must be available and tailored to the company size. These amenities must be designed and used in ways that minimize risks to food safety, properly maintained, and kept clean.

Handwashing and hygiene stations

At the entrance to high-care areas, additional requirements for hand hygiene apply. This includes hand-contact-free taps, hand disinfection capability, signs and pictograms displaying hand hygiene requirements, and waste bins that can be opened with foot pedals. Hygiene sluices with turnstiles can guarantee that employees complete the entire hygiene process before entering production areas.

Restroom and break facilities

Adequate restroom facilities must be available and maintained in sanitary condition. These should be separate from production areas with proper handwashing facilities at exits. Break rooms and canteens must be designed to prevent contamination of work clothing and maintained according to hygiene standards.

Internal communication systems that work

All relevant information related to food safety, product quality, legality, and authenticity must be communicated effectively and in a timely manner to relevant personnel. This requirement ensures that critical information reaches the people who need it when they need it.

Establishing communication channels

Organizations must maintain systems to ensure the company is kept informed of all relevant legislation, scientific and technical developments, industry codes of practice, and food safety issues. This includes factors that can influence food defense and food fraud risks. Sources for staying current should be documented, and implementation of changes must be tracked.

Making information accessible

Documents must be legible, unambiguous, and comprehensive. They should be available to relevant personnel at all times, taking into account the language level of employees. For workers with limited language proficiency, visual aids, translated materials, or simplified instructions may be necessary. Distribution specifications should ensure the right people receive the right information.

Continuous improvement through management review

Senior management must review the food safety and quality management system within a twelve-month period, with execution not exceeding fifteen months. This review should include objectives and policies, audit results, customer feedback, process compliance, food fraud and defense assessments, compliance issues, status of corrective actions, and notifications from authorities.

Actions from management review should aim at supporting improvement. The review must assess follow-up actions from previous reviews and any changes that could affect the food safety and quality management system. All findings and actions must be fully documented to demonstrate continuous commitment to improvement.
