What is the USDA GAP/GHP Programme?
The USDA Good Agricultural Practices (GAP) and Good Handling Practices (GHP) Programme is a voluntary audit service that verifies farms produce, pack, handle, and store fresh fruits and vegetables in ways that minimize microbial food safety hazards. Unlike mandatory regulations, this program allows producers to voluntarily demonstrate their adherence to recognized food safety standards through independent third-party audits conducted by USDA-trained auditors.
The program provides crucial verification for buyers, retailers, and consumers that farms are following science-based practices to reduce contamination risks. In 2021 alone, USDA performed GAP audits in 50 states, Puerto Rico, and Canada, covering over 90 commodities.
The foundation: FDA’s food safety guidelines
The USDA GAP/GHP Programme is built upon FDA’s 1998 “Guide to Minimize Microbial Food Safety Hazards for Fresh Fruits and Vegetables”. This foundational document emerged during a critical period when foodborne illness outbreaks linked to fresh produce were increasing, raising serious concerns about produce safety.
The FDA guidance document addresses key areas where contamination can occur, including water quality, manure management, worker hygiene, field and facility sanitation, and transportation. It emphasizes that prevention of contamination is far more effective than trying to fix problems after they occur. The guide focuses on practical, science-based principles that growers can adapt to their specific operations and local conditions.
From guidance to verification program
In the late 1990s, schools, grocers, and wholesalers began demanding that producers undergo third-party food safety audits. Recognizing this growing need, the New Jersey Department of Agriculture took the lead in partnering with USDA to transform the FDA’s voluntary guidance into a standardized audit program. What started as a regional initiative quickly expanded nationwide as the benefits became clear.
The program was formally implemented in 2002 by USDA’s Agricultural Marketing Service. This collaboration between federal and state agencies created a uniform, nationally recognized standard that helps level the playing field for producers while providing consistent verification for buyers.
Understanding GAP versus GHP
The program actually encompasses two distinct but complementary verification systems that address different stages of the produce supply chain.
Good Agricultural Practices (GAP)
GAP focuses on farm-level operations during the growing and harvesting phases. GAP audits verify best practices in on-farm production and harvesting to reduce contamination of fresh fruits and vegetables. This includes examining water sources and irrigation methods, soil amendments and fertilizer management, field sanitation practices, worker health and hygiene protocols, and harvesting procedures and equipment cleanliness.
Good Handling Practices (GHP)
GHP concentrates on post-harvest operations in packing houses, storage facilities, and distribution centers. GHP audits observe best practices for packing, storing, and distributing produce to ensure operations reduce contamination risks. These audits evaluate facility design and cleanliness, equipment sanitation procedures, water quality for washing and cooling, temperature management during storage, and packaging materials and practices.
How the audit process works
The USDA GAP/GHP audit is conducted by trained federal or state auditors who use standardized checklists to evaluate farm operations. Producers can choose from several audit scopes depending on their specific needs and the requirements of their buyers.
The audit typically includes a general questionnaire that reviews the farm’s overall food safety program, field operations covering agricultural water usage and soil management, harvest and field packing procedures, packing house operations if applicable, and storage and transportation practices. To pass any scope, farmers must earn at least 80 percent of the points available in each applicable section.
Before the audit, producers must develop comprehensive food safety plans documenting their procedures, maintain detailed records including water test results and employee training logs, and implement standard operating procedures for all food safety activities. Successful completion results in a USDA certificate valid for one year, with the operation’s information listed on the USDA public database.
Why farmers choose GAP/GHP certification
While the program remains voluntary, market demands increasingly make certification necessary for accessing major buyers. Many large retailers, foodservice companies, and school systems now require GAP/GHP certification as a prerequisite for purchasing produce. The certification helps farmers open new markets and maintain relationships with existing buyers, demonstrate due diligence in food safety practices, differentiate their products in competitive markets, and prepare for potential future regulations.
The program operates on a user-fee funded basis, meaning producers pay for the audit services. However, USDA periodically offers funding assistance programs to help offset costs for specialty crop growers.
Evolution and harmonization efforts
The program has continuously evolved to meet changing industry needs. In 2009, USDA introduced the Harmonized GAP audit, which aligned with broader industry standardization efforts. In 2011, USDA incorporated the Produce GAPs Harmonized Food Safety Standards into its audit program, creating consistency across different certification schemes and reducing audit fatigue for producers dealing with multiple buyer requirements.
More recently, the program has aligned with the Food Safety Modernization Act’s Produce Safety Rule. The Harmonized GAP Plus+ standard even meets Global Food Safety Initiative benchmarking requirements, giving certified producers international market access.
Beyond individual farms: Group GAP
Recognizing that certification costs and complexity can burden small and mid-sized farms, USDA developed the Group GAP program. This innovative approach allows farms to pool resources, share audit costs, and create internal auditing systems tailored to smaller operations. A designated entity maintains quality management systems across member farms, making certification more accessible while maintaining rigorous standards.
The program’s impact on food safety
While the program does not guarantee products are free from microbial contamination, it verifies that participants have taken proactive measures to reduce risks by adhering to recognized best practices. This verification provides an essential layer of accountability in the farm-to-table food chain, helping protect public health while supporting the economic viability of produce operations.
