When you purchase a product or use a service in India, have you ever wondered who ensures its quality meets international standards? Behind the scenes, there’s a robust quality infrastructure working tirelessly to safeguard consumer interests and boost India’s global competitiveness. At the heart of this system lies the Quality Council of India, a unique organization that bridges government oversight with industry expertise to maintain quality standards across critical sectors.

The birth of India’s quality guardian

The Quality Council of India emerged from a pressing need in the 1990s. Following economic liberalization, India embarked on creating quality infrastructure to help Indian products and services access foreign markets under the new WTO regime. After consultations with an Expert Mission from the European Union and deliberations among various government committees, the Cabinet approved establishing QCI in 1996 as an independent autonomous organization.

What makes QCI particularly interesting is its structure. Unlike typical government bodies, QCI was set up as a public-private partnership, registered under the Societies Registration Act of 1860. The organization receives support from both the Government of India and three major industry associations: the Associated Chambers of Commerce and Industry of India, the Confederation of Indian Industry, and the Federation of Indian Chambers of Commerce and Industry.

How QCI operates

The organizational structure of QCI reflects its commitment to balanced governance. A council of 38 members governs QCI, with equal representation from government, industry, and consumers. This balanced composition ensures that decisions consider multiple perspectives. The Chairman is appointed by the Prime Minister based on industry recommendations, while the Secretary General serves as the Executive Head.

One crucial aspect of QCI’s operations is its financial independence. QCI does not receive government funding and operates as a self-sustaining non-profit organization with its own Memorandum of Association and rules. This financial autonomy allows it to function with greater flexibility and credibility as a third-party assessment body.

The five pillars of quality assurance

QCI coordinates its activities through five constituent boards, each serving a specific purpose in India’s quality ecosystem.

National Accreditation Board for Certification Bodies

The National Accreditation Board for Certification Bodies stands as one of QCI’s most critical components. NABCB provides accreditation to certification, inspection, and validation and verification bodies based on assessment of their competence in accordance with international standards. The board operates across multiple domains including quality management systems, environmental management systems, food safety management systems, and information security management systems.

NABCB’s significance extends beyond national boundaries. The board is a member of the International Accreditation Forum and Asia Pacific Accreditation Cooperation, and is signatory to their multilateral recognition arrangements. This international recognition means that certifications from NABCB-accredited bodies carry weight in global markets, facilitating international trade and reducing barriers for Indian businesses.

National Board for Quality Promotion

While NABCB focuses on accreditation, the National Board for Quality Promotion takes a different approach. NBQP was established in 2007 with the mission of being a catalyst for promoting the quality movement among all stakeholders. The board works on creating quality awareness, organizing quality conclaves, conducting workshops, and running quality award programs.

NBQP operates with the vision of building quality for national wellbeing, promoting application of quality management standards and statistical quality tools. The board particularly focuses on enabling industries, especially small and medium enterprises, to improve their quality competitiveness. Through initiatives like quality conclaves, awareness programs, and registration schemes for auditors and consultants, NBQP helps embed quality consciousness throughout Indian industry.

Other specialized boards

Beyond NABCB and NBQP, QCI operates three additional boards. The National Accreditation Board for Education and Training focuses on skill development and vocational training. The National Accreditation Board for Hospitals and Healthcare Providers establishes standards for healthcare organizations. The National Accreditation Board for Testing and Calibration Laboratories ensures the competence of laboratories conducting testing and calibration services.

QCI’s role in the food safety ecosystem

For professionals in food safety and quality management, QCI plays an indispensable role. The organization oversees accreditation of certification bodies that audit food safety management systems like ISO 22000 and FSSC 22000. When a food business seeks certification for its food safety management system, it approaches a certification body. However, that certification body itself must be accredited by NABCB to ensure it has the competence to conduct such audits.

This two-tier system creates accountability and reliability. The certification body audits the food business, but NABCB audits the certification body. This structure gives consumers, regulators, and trading partners confidence that certified organizations truly meet the required standards. NABCB accreditation is required by various government ministries, authorities, regulators, and industry sectors, making it essential for businesses operating in regulated spaces.

Making a difference across sectors

QCI’s impact extends far beyond just creating infrastructure. The organization has actively contributed to transforming various sectors of the Indian economy.

In the coal industry, QCI brought quality consciousness into the entire coal ecosystem through initiatives like third-party sampling, resulting in transformative improvement in quality. The organization’s work with the Food Corporation of India helped ensure better quality food grains reach underprivileged consumers through technologically enabled distribution systems.

QCI has also contributed to high-profile government initiatives. The organization conducted extensive surveys for the Swachh Bharat Mission, releasing hygiene rankings through the Swachh Survekshan program that covered hundreds of cities. Through the Zero Defect Zero Effect initiative, QCI supports micro, small, and medium enterprises in improving their quality and environmental standards to prevent product returns and match international quality benchmarks.

The path forward

As India aims to become a developed nation by 2047, quality will play an increasingly crucial role. QCI continues to evolve its approach, launching new initiatives like the DigiReady Certification portal to help small businesses assess their readiness for digital commerce platforms. The organization has introduced the Surajya Recognition and Ranking Framework to drive excellence among states in education, healthcare, prosperity, and governance.
