What is AGMARK?
AGMARK is a certification mark employed on agricultural products in India, assuring that they conform to a set of standards approved by the Directorate of Marketing and Inspection. The term itself was cleverly coined by combining “Ag” for agriculture and “mark” for a certification mark when the original bill was presented in India’s parliament.
The certification system was created by Archibald MacDonald Livingstone, who served as Agricultural and Marketing Advisor to the Government of India from 1934 to 1941. The system was specifically designed to benefit local growers throughout India who, without quality certification, were vulnerable to receiving less than fair value for their produce from dealers.
The legal foundation
The Agricultural Produce (Grading and Marking) Act of 1937 provides the legal backbone for AGMARK certification. This Act defines agricultural produce broadly to include all produce of agriculture or horticulture, articles of food or drink manufactured from such produce, and even fleeces and animal skins. The 1937 Act has undergone several amendments, most notably in 1986, to keep pace with changing market dynamics and international quality standards.
Under this legislation, the Central Government is empowered to fix grade designations indicating quality, define the quality parameters for each grade designation, and specify grade designation marks to represent particular grades. The Act also establishes penalties for unauthorized use of AGMARK labels, including imprisonment up to six months and fines for unauthorized marking, and up to three years imprisonment for counterfeiting grade designation marks.
Role of the Directorate of Marketing and Inspection
The Directorate of Marketing and Inspection (DMI), headed by the Agricultural Marketing Adviser to the Government of India, is the implementing agency for AGMARK standards. Operating under the Ministry of Agriculture and Farmers Welfare, DMI maintains headquarters at Faridabad along with 11 Regional Offices and 26 Sub-offices spread across the country to implement the certification programme.
DMI’s responsibilities extend beyond mere certification. The organization develops and publishes AGMARK standards for different agricultural and allied produce through Grading and Marking Rules. It also conducts market surveys, monitors compliance with quality standards, and trains personnel involved in grading and certification processes. The European Commission has approved DMI’s procedures for pre-shipment inspection of fresh fruits and vegetables destined for EU countries, reflecting international recognition of its standards.
Laboratory infrastructure
AGMARK certification relies on a robust network of testing facilities. The Central AGMARK Laboratory (CAL) in Nagpur serves as the apex laboratory for the entire system. Supporting this central facility are Regional AGMARK Laboratories located in 11 nodal cities including Mumbai, New Delhi, Chennai, Kolkata, Kanpur, Kochi, Guntur, Amritsar, Jaipur, Rajkot, and Bhopal. Each regional laboratory specializes in testing products of regional significance.
The testing performed at these laboratories includes chemical analysis, microbiological analysis, pesticide residue testing, and aflatoxin analysis. Products tested range from whole and ground spices to ghee, butter, vegetable oils, honey, food grains, wheat products like atta, suji, and maida, gram flour, pulses, and various other food products.
Commodities covered under AGMARK
AGMARK standards now cover quality guidelines for over 220 different commodities, a significant expansion from the initial focus on select items like ghee and butter. These commodities span multiple categories essential to India’s food supply chain.
The primary categories include cereals such as rice, wheat, barley, and maize, along with pulses like chickpeas, pigeon peas, and various lentils. Grading parameters for these staples typically involve moisture content, foreign matter, damaged grains, and presence of pests. Fresh produce including mangoes, apples, potatoes, and onions can be AGMARK certified based on size, color, appearance, and freedom from blemishes or diseases.
India’s position as a major spice producer makes AGMARK standards for products like black pepper, cardamom, turmeric, and chili powder particularly important. Vegetable oils, ghee, honey, creamery butter, wheat atta, suji, maida, and besan are among the products most commonly graded and certified under AGMARK for domestic trade. Semi-processed products like vermicelli are also covered, reflecting the system’s evolution to address processed food products.
Scientific formulation of standards
The process of developing AGMARK grade standards follows a rigorous scientific methodology. Given that hundreds of varieties of any agricultural commodity are grown across India’s varied agroclimatic conditions, there can be wide variations in physical and chemical parameters that must be accounted for.
The standards formulation process begins with identifying the commodity requiring grade standards and determining relevant quality parameters. Samples are collected from growing areas and wholesale and retail markets according to established sampling plans. These samples undergo analysis at Regional Agmark Laboratories and the Central Agmark Laboratory. The analytical data is then statistically analyzed, and limits for various quality parameters across different grades are proposed.
The specifications prescribed under the Prevention of Food Adulteration Rules, 1955, and international standards from organizations like the Codex Alimentarius Commission and ISO are consulted during this process. Draft standards undergo extensive consultations with farmers, industry associations, consumer groups, and trade organizations before being finalized. This participatory approach ensures standards are practical, achievable, and address the needs of all parties in the agricultural value chain.
Grade designations
For most commodities, two to three grades are prescribed based on intrinsic quality and various parameters related to cleanliness, extraneous matter, and active components. These differentiated grades help farmers and traders receive prices commensurate with the quality they produce, while consumers can choose products matching their quality expectations and budget.
Benefits of AGMARK grading
The grading and certification system under AGMARK delivers substantial benefits across the agricultural value chain, from producers to consumers.
Fair pricing and market transparency
Grading provides a legal quality description that facilitates fair pricing and smoother market transactions. When agricultural products carry recognized grade designations, buyers can make informed decisions without extensive physical inspection of each lot. Standardized grades serve as a common language for quality in commodity trading, reducing transaction costs and enabling efficient negotiations.
For farmers, AGMARK certification typically results in better price realization since certified products command higher market prices. The certification provides tangible proof of quality that strengthens farmers’ positions during price negotiations. This is particularly significant for smallholder farmers, who constitute over 85 percent of India’s farming population, as it helps integrate them into formal supply chains.
Consumer protection
Consumers benefit from the assurance that AGMARK-certified products meet defined quality and safety standards. The certification serves as a third-party guarantee of quality, building trust and reducing instances of adulteration in domestic markets. If consumers are dissatisfied with the quality of any AGMARK-certified product, they can file complaints with the Agricultural Marketing Adviser, providing details of the Agmark label, lot number, date of packing, and seller information for appropriate action.
Export facilitation
AGMARK standards increasingly align with international norms established by bodies like the Codex Alimentarius Commission and ISO. This harmonization reduces technical barriers and makes Indian agricultural exports more competitive in global markets. DMI’s approval by the European Commission for pre-shipment inspection of fruits and vegetables bound for EU countries demonstrates how AGMARK certification facilitates international trade. Products like essential oils, fresh fruits, vegetables, grapes, and onions are regularly certified for exports under this framework.
Obtaining AGMARK certification
Any person or body of persons wishing to grade and mark an article under AGMARK provisions must apply to the Agricultural Marketing Adviser. The application process requires demonstrating that the applicant’s premises and equipment meet specified standards for handling and processing the commodity.
Upon approval, the applicant receives a Certificate of Authorization specifying the premises where grade designation marks may be applied. Authorized packers must pre-test products in their own laboratories according to prescribed standards before applying AGMARK certification. Regular inspections and check sampling ensure ongoing compliance with quality requirements.
Mandatory versus voluntary certification
While AGMARK certification is generally voluntary, certain categories have mandatory requirements. Blended edible vegetable oils and fat spreads require mandatory AGMARK certification under the Food Safety and Standards Act and regulations. For other products, while voluntary, certification offers significant market advantages that encourage widespread adoption.
Challenges and future directions
Despite its significant contributions, the AGMARK system faces challenges that require attention. Limited awareness among smaller farmers about certification processes and benefits remains a hurdle. Infrastructure constraints, including insufficient testing facilities in some regions, limit the system’s reach. The circulation of counterfeit AGMARK labels poses ongoing enforcement challenges that undermine consumer confidence.
Efforts are underway to address these challenges through initiatives like the Agmark online system, which simplifies the application process and enhances transparency. Integration with emerging technologies, alignment with evolving international standards, and expansion to new product categories represent ongoing priorities for strengthening the AGMARK framework.
