Behind every AGMARK-certified product lies a robust infrastructure of laboratories, trained professionals, and standardized testing protocols that work together to ensure agricultural products meet defined quality benchmarks.

The Directorate of Marketing & Inspection: the backbone of AGMARK

The Directorate of Marketing & Inspection (DMI) serves as the administrative backbone of India’s AGMARK certification system. Operating under the Ministry of Agriculture and Farmers Welfare, DMI implements the provisions of the Agricultural Produce (Grading and Marking) Act of 1937. This legislation empowers the Central Government to establish grade standards that differentiate agricultural commodities based on intrinsic quality, cleanliness, extraneous matter, and active components.

DMI’s headquarters is located in Faridabad, Haryana, with a Branch Head Office in Nagpur, Maharashtra. The directorate extends its operational reach through 11 Regional Offices and 27 Sub-Offices strategically positioned across the country. This geographical spread ensures that certification services remain accessible to producers and processors in every corner of India.

The responsibilities of DMI go beyond merely issuing certificates. The directorate develops and revises grade standards, conducts inspections of authorized packing premises, draws check samples from markets, and takes action against misgraded products. DMI also provides advisory services to state governments on agricultural marketing matters and promotes the implementation of quality standards at the grassroots level.

Central Agmark Laboratory: the apex testing facility

The Central Agmark Laboratory (CAL) in Nagpur functions as the apex laboratory in India’s AGMARK certification network. This facility serves as the final authority on quality disputes and sets the technical standards that all other laboratories in the network must follow.

CAL operates through specialized commodity divisions, each equipped to handle specific product categories. These divisions include Agricultural Products (focusing on food grains), Spices and Essential Oils, Oils and Fats, General Chemistry, Livestock Products including microbiology, and Toxicology. This specialization ensures that each product category receives analysis from experts with deep knowledge in that particular domain.

Core functions of CAL

The Central Agmark Laboratory performs several critical functions that maintain the integrity of the AGMARK system. It develops and standardizes testing methods for agricultural and allied commodities, ensuring that analytical procedures remain consistent across all laboratories. When Regional Laboratories produce disputed test results, CAL provides definitive arbitration testing to resolve conflicts.

Research and standardization represent another vital function. CAL collects analytical data from research samples, statistically analyzes the results, and suggests limits for various quality parameters across different grades. The laboratory also considers specifications from the Prevention of Food Adulteration Rules and international standards like Codex Alimentarius Commission and ISO when framing new standards.

Regional Agmark Laboratories: bringing testing closer to producers

Complementing the Central Agmark Laboratory is a network of 11 Regional Agmark Laboratories (RALs) located in major cities across India. These facilities are positioned in Mumbai, New Delhi, Chennai, Kolkata, Kanpur, Kochi, Guntur, Amritsar, Jaipur, Rajkot, and Bhopal. Each regional laboratory specializes in testing products that hold regional significance, meaning the product range available for testing varies across different centers.

Regional laboratories carry out multiple functions that support the certification system. They analyze research samples to help frame new standards, test check samples drawn from authorized packers’ premises and markets, and provide analytical services to private parties on a payment basis. RALs also collaborate with CAL on research and standardization work for various agricultural and food products.

Types of testing conducted

The testing capabilities across AGMARK laboratories are comprehensive. Facilities conduct chemical analysis, microbiological analysis, pesticide residue testing, and aflatoxin analysis. Products tested include whole and ground spices, ghee, butter, vegetable oils, mustard oil, honey, food grains like wheat and its products (atta, suji, maida), gram flour, soybean seed, jowar, bajra, bengal gram, ginger, oil cake, non-edible oils, animal casings, and meat products.

Training infrastructure for quality assurance professionals

A certification system is only as reliable as the professionals operating it. The AGMARK infrastructure includes robust training programs to ensure that chemists and analysts maintain the highest standards of competence. The training period for chemists employed with private packers is typically four weeks for a group of commodities requiring similar analytical methods and procedures.

Regional Agmark Laboratories serve as training centers where chemists learn grading procedures for specific commodities. Upon successful completion, trainees receive certification from the Regional Agmark Laboratory. The Central Agmark Laboratory also conducts in-service training and refresher courses for chemists working at both RALs and CAL, ensuring that technical knowledge remains current with evolving standards and methodologies.

The Regional Office at Guwahati, for example, arranges training for officers engaged as chemists at State grading laboratories. This cascading training model ensures that quality assurance expertise extends beyond DMI’s own laboratories to state-level facilities as well.

The certification workflow: how infrastructure components interact

Understanding how different infrastructure components work together reveals the comprehensive nature of AGMARK certification. The process begins when a producer or processor applies for certification. Field officers from DMI then evaluate the applicant’s facilities, production processes, and quality control systems.

Once facilities meet requirements, authorized packers must have either their own laboratory or access to an approved laboratory for grading. The approved chemist analyzes raw materials and processed commodities to determine grade standards and oversees the packing process. Currently, over one thousand approved laboratories operate across the country to handle grading and marking activities.

Inspecting Officers from DMI conduct frequent visits to authorized premises for inspections. They draw check samples which are analyzed at Regional Agmark Laboratories to verify conformance with prescribed standards. Additional check samples are drawn directly from markets to ensure that products reaching consumers maintain their certified quality.

Digital transformation: the AGMARK Quality Control Management System

In 2018, DMI launched the Agmark Quality Control Management System (AQCMS), a digital platform developed by the National Informatics Centre. This system replaced manual procedures with robust digital infrastructure comprising Certification Management, Laboratory Management, and Content Management System modules.

AQCMS streamlines the certification process through online application processing, Aadhaar-based e-signed documents, and online payment options. Real-time SMS and email alerts ensure prompt communication at every stage. The platform connects all DMI offices with CAL and Regional Laboratories, maintaining standardized processes across the country.

The Laboratory Information Management System (LIMS) component manages samples drawn by DMI nationwide. A doubly-coded sample system enhances confidentiality and reduces report processing time. The system generates online test reports, issues grading certificates, and provides data analytics for laboratory performance monitoring.

Impact on the agricultural supply chain

This infrastructure delivers tangible benefits throughout the agricultural supply chain. Farmers and traders receive prices for their commodities that correspond to actual quality, as grade standards provide objective criteria for valuation. Consumers gain access to products of verified quality, with the AGMARK logo serving as a visual assurance.

The approximately 250 technical personnel working across AGMARK laboratories represent significant human capital investment in quality assurance. Their expertise, combined with standardized testing protocols and digital infrastructure, creates a certification system capable of handling the diverse agricultural output of a country with over 220 notified commodity standards.

For exporters, AGMARK certification helps Indian agricultural products meet international quality expectations. DMI continuously updates its standards to align with international benchmarks, ensuring that certified products can compete in global markets. The European Commission has approved DMI’s conformity checking operations for pre-shipment inspection of fresh fruits and vegetables destined for EU countries.
