Every time you pick up a product from a grocery store, you’re benefiting from decades of international cooperation aimed at keeping food safe. Behind the scenes, the Codex Alimentarius Commission (CAC) works tirelessly to establish global food standards that protect consumers across borders. Established jointly by the Food and Agriculture Organization (FAO) and the World Health Organization (WHO) in 1963, this intergovernmental body has become the cornerstone of international food safety governance. Understanding its objectives reveals why this organization matters to everyone who eats-which is, of course, all of us.

What is the Codex Alimentarius Commission?

The Codex Alimentarius Commission is the central body responsible for implementing the Joint FAO/WHO Food Standards Programme. The term “Codex Alimentarius” comes from Latin, meaning “Food Code.” This collection of internationally adopted standards, guidelines, and codes of practice has grown to include over 200 food standards, more than 100 codes of practice, and numerous guidelines that cover everything from food hygiene to labelling requirements.

Currently, the CAC has 189 members comprising 188 countries and one member organization-the European Union. This membership represents approximately 99% of the world’s population, making it one of the most inclusive international standard-setting bodies in existence. The Commission convenes annually at either FAO headquarters in Rome or WHO headquarters in Geneva to review and adopt new standards based on the work of its specialized committees.

Objective 1: Protecting consumer health

The principal objective of the Codex Alimentarius Commission is protecting the health of consumers worldwide. This foundational goal drives every standard, guideline, and recommendation the Commission develops. Food safety isn’t just about avoiding immediate illness-it encompasses long-term health outcomes affected by contaminants, additives, pesticide residues, and nutritional quality.

Science-based standards

The Commission’s approach to consumer protection relies heavily on scientific evidence. Independent experts and specialists in a wide range of disciplines contribute to Codex work, ensuring that standards withstand rigorous scientific scrutiny. Several expert bodies provide scientific advice to the Commission, including the Joint FAO/WHO Expert Committee on Food Additives (JECFA), which was established in 1956 and actually predates the Commission itself.

These scientific bodies evaluate food additives, establish maximum residue limits for pesticides and veterinary drugs, assess contaminants and toxins, and provide risk assessments for emerging food safety issues. The recommendations they produce form the scientific foundation upon which Codex standards are built.

Coverage across all food categories

To effectively protect consumer health, the Codex Alimentarius covers all principal foods-whether processed, semi-processed, or raw-intended for distribution to consumers. The standards address critical safety areas including food hygiene principles, maximum levels for food additives, limits for contaminants and toxins, pesticide residue limits, veterinary drug residue limits, and procedures for assessing the safety of foods derived from modern biotechnology.

The Commission has also developed important guidance documents such as the Principles for the Establishment and Application of Microbiological Criteria for Foods and guidelines for implementing Hazard Analysis and Critical Control Point (HACCP) systems. These tools help food businesses worldwide implement effective safety management practices.

Objective 2: Ensuring fair practices in food trade

Beyond health protection, the Codex Alimentarius Commission is equally committed to ensuring fair practices in international food trade. This objective recognizes that food safety standards must not become disguised barriers to legitimate commerce. Fair trade practices benefit both producers who gain market access and consumers who enjoy greater variety and lower prices.

Preventing trade barriers through harmonization

The founders of the Food Standards Programme understood that both consumer protection and fair trade objectives could be best achieved if countries harmonized their food regulations and adopted internationally agreed standards. Through harmonization, they envisaged fewer barriers to trade and freer movement of food products among countries, benefiting farmers, food producers, and consumers alike.

When different countries maintain vastly different standards for the same food products, exporters face significant challenges. A product perfectly legal in one market might be rejected in another simply due to regulatory differences rather than genuine safety concerns. Codex standards provide a common reference point that helps resolve these discrepancies.

The WTO connection

The World Trade Organization’s Agreement on Sanitary and Phytosanitary Measures (SPS Agreement) explicitly recognizes Codex standards as the international benchmark for food safety. Under this agreement, WTO members are encouraged to base their food safety measures on international standards, guidelines, or recommendations. Countries that wish to apply stricter measures than those established by Codex may be required to provide scientific justification for their positions.

This relationship gives Codex standards significant practical importance. Codex standards serve as the international reference point in WTO trade disputes, providing an objective basis for resolving conflicts between trading partners. Many bilateral and multilateral trade agreements also reference Codex standards as benchmarks for compliance.

Voluntary but influential

It’s important to understand that Codex standards are voluntary recommendations-the Commission has no regulatory authority to enforce compliance. However, this voluntary nature doesn’t diminish their influence. Many countries incorporate Codex standards directly into their national legislation, and the WTO reference means that trade consequences can follow from significant departures from Codex guidelines.

The European Commission notes that WTO members applying Codex Alimentarius standards meet their obligations under the SPS Agreement. This practical benefit provides strong incentives for countries to align their national regulations with international standards.

Objective 3: Coordinating international food standards work

The third key objective of the Codex Alimentarius Commission involves coordinating all food standards work undertaken by international governmental and non-governmental organizations. This coordination function prevents duplication of efforts, ensures consistency across different standard-setting bodies, and maximizes the efficient use of resources devoted to food safety globally.

Collaborative framework

The Commission doesn’t work in isolation. It maintains relationships with numerous international organizations that contribute to food safety standards development. The Codex Alimentarius Commission currently has 234 observers, including 54 intergovernmental organizations, 164 non-governmental organizations, and 16 UN agencies. These observers participate in committee meetings and contribute perspectives from industry, consumer groups, academia, and other specialized organizations.

This inclusive approach ensures that Codex standards reflect diverse viewpoints and practical realities. Industry representatives bring knowledge of technological capabilities and commercial considerations. Consumer organizations advocate for public health priorities. Academic experts contribute specialized scientific knowledge. The resulting standards benefit from this multiplicity of perspectives.

Regional coordination

The Commission recognizes that food traditions, production methods, and safety challenges vary across regions. To address this, it has established six Regional Coordinating Committees covering Africa, Asia, Europe, Latin America and the Caribbean, the Near East, and North America and South West Pacific. These committees coordinate food standards activities within their respective regions and can develop regional standards applicable to specific geographic areas.

Regional coordination helps ensure that global standards remain relevant to local contexts while maintaining the overall coherence of the international food standards framework. It also provides opportunities for developing countries to participate more effectively in Codex work and to raise issues specific to their circumstances.

Why these objectives matter today

International food trade has grown exponentially over the past century. The FAO notes that food was traditionally produced, sold, and consumed locally, but today a quantity and variety of food travels the globe that was never before possible. This expansion creates tremendous opportunities but also significant challenges for ensuring safety across complex supply chains.

Supporting sustainable development

The Codex Alimentarius Commission’s work directly supports multiple United Nations Sustainable Development Goals. Food safety is fundamental to food security-people only truly have access to adequate nutrition when their food is safe to eat. The Commission’s mandate therefore speaks directly to goals related to ending hunger, ensuring food security, and promoting healthy lives for all.

The WHO estimates that approximately 600 million foodborne illnesses and 420,000 deaths occur annually from just 31 major food safety hazards. Children under five years old and people in low-income regions bear a disproportionate burden of these illnesses. Effective international food standards help reduce these preventable health outcomes.

Adapting to new challenges

The Commission continues evolving to address emerging food safety challenges. Recent sessions have addressed issues including antimicrobial resistance, foods derived from biotechnology, contaminants in various food categories, and guidance for e-commerce food labelling. The Commission’s most recent session in November 2025 adopted new standards for fresh dates, updated guidelines for food additives, and established maximum levels for lead in cinnamon and dried herbs.

This ongoing standards development demonstrates the Commission’s commitment to keeping Codex texts current with scientific knowledge and marketplace realities. The revision process ensures that standards remain relevant and effective as food production technologies, trade patterns, and safety knowledge evolve.

How Codex standards affect daily life

While the Codex Alimentarius Commission may seem like a distant bureaucratic body, its work touches daily life in tangible ways. The maximum residue limits for pesticides on fruits and vegetables, the safety requirements for food additives in processed foods, the hygiene standards applied in food manufacturing facilities, and the information requirements on food labels all reflect Codex guidelines.

When consumers can trust that imported food products meet safety standards, they gain access to greater variety and often lower prices. When exporters know that their products meeting Codex standards will be accepted internationally, they can invest confidently in production for global markets. When governments base their regulations on internationally recognized standards, they reduce compliance burdens while maintaining safety assurance.

The Commission’s three core objectives-protecting consumer health, ensuring fair trade practices, and coordinating international standards work-work together to create a coherent global framework for food safety. This framework benefits everyone from small-scale farmers seeking export opportunities to urban consumers purchasing imported products in supermarkets.
