Genetically modified organisms (GMOs) have become central to global discussions about agriculture, food security, and environmental sustainability. In India, the Genetic Engineering Appraisal Committee (GEAC) serves as the primary regulatory authority responsible for evaluating and approving all GMO-related activities. Understanding how GEAC functions is essential for anyone involved in food safety, biotechnology research, or agricultural policy.

What is the Genetic Engineering Appraisal Committee?

The Genetic Engineering Appraisal Committee (GEAC) is India’s apex regulatory body for genetically modified organisms. It functions under the Ministry of Environment, Forest and Climate Change (MoEF&CC) and is responsible for appraising activities involving large scale use of hazardous microorganisms and recombinants in research and industrial production from the environmental angle. The committee also evaluates proposals for releasing genetically engineered organisms and products into the environment, including experimental field trials.

The body was originally named the Genetic Engineering Approval Committee when it was established in 1989. In July 2010, it was renamed to Genetic Engineering Appraisal Committee to emphasize its broader evaluative responsibilities rather than mere approval functions.

GEAC is chaired by the Special Secretary or Additional Secretary of MoEF&CC and co-chaired by a representative from the Department of Biotechnology (DBT). It currently has 24 members and meets every month to review applications.

In India, GMOs and their products are regulated under the “Rules for the manufacture, use, import, export & storage of hazardous microorganisms, genetically engineered organisms or cells, 1989” notified under the Environment (Protection) Act, 1986. These are commonly referred to as “Rules, 1989.”

India was one of the early movers in developing a biosafety regulatory system for GMOs, establishing its framework as early as 1989. The establishment of GEAC was a response to growing international awareness about biosafety concerns and aligned with India’s commitments under the Cartagena Protocol on Biosafety, which the country ratified in 2003.

The Rules, 1989 are implemented jointly by the MoEF&CC, the Department of Biotechnology under the Ministry of Science & Technology, and state governments. These rules are supported by a series of guidelines covering contained research, biologics, confined field trials, food safety assessment, and environmental risk assessment.

The multi-tier regulatory structure

India’s GMO regulatory framework operates through six competent authorities, each with specific roles:

Recombinant DNA Advisory Committee (RDAC): This committee constituted by DBT takes note of developments in biotechnology at national and international levels. It is advisory in nature and provides recommendations on safety regulations for GMO research and applications.

Institutional Biosafety Committee (IBSC): Each institution conducting research involving genetic manipulation of microorganisms, plants, or animals must constitute an IBSC. It serves as the nodal point for implementing biosafety guidelines within the institution.

Review Committee on Genetic Manipulation (RCGM): This body functions under DBT to monitor safety aspects of ongoing research projects involving GE organisms. RCGM also develops guidelines specifying procedures for regulatory processes.

Genetic Engineering Appraisal Committee (GEAC): GEAC is the apex committee functioning in MoEF&CC with representatives from concerned ministries/agencies and experts. It provides final approval for environmental release, including field trials.

State Biotechnology Coordination Committee (SBCC): SBCCs are constituted in each state where GMO research and applications are underway, headed by the Chief Secretary with primarily monitoring responsibilities.

District Level Committee (DLC): DLCs are constituted in districts wherever required to monitor safety regulations in installations using GMOs or hazardous microorganisms.

Key responsibilities of GEAC

GEAC plays a critical role in multiple aspects of GMO regulation:

Approval of environmental release: GEAC is the apex body responsible for evaluating and approving the release, import, and commercialization of GMOs in India. This includes both experimental field trials and commercial cultivation.

Risk assessment: The committee evaluates applications for activities involving large-scale use of hazardous microorganisms and recombinants. The evaluation process includes detailed examination of molecular characterization, safety assessment studies, environmental impact assessments, and socio-economic considerations.

Monitoring and enforcement: The committee monitors ongoing GM-related activities, including field trials, imports, and commercialization, ensuring compliance with established safety standards.

Public consultation: In some cases, GEAC conducts public consultations before approving certain GMOs to ensure transparency and address public concerns related to safety and ethical issues.

The approval process for GM crops

Before any GM crop can be considered for commercial cultivation, it must pass through a rigorous, multi-stage evaluation process:

All IBSCs are required to review applications and submit their recommendations and reports to RCGM. RCGM then reviews and provides its recommendation for large-scale activities, field trials, and environmental release to GEAC.

For confined field trials, developers must obtain approval from GEAC after RCGM clearance. GEAC has introduced the requirement of a No Objection Certificate (NOC) from State Governments to conduct field trials since agriculture is a state subject.

Approvals are granted for a period of 4 years at first instance, renewable for 2 years at a time. GEAC retains the power to revoke approvals if new information on harmful effects emerges, if damage occurs that was not envisaged during approval, or if there is non-compliance with stipulated conditions.

Bt cotton: India’s only commercially approved GM crop

Genetically engineered cotton, popularly known as Bt cotton, was released for commercial cultivation in India during 2002 by GEAC. It was a paradigm shift in Indian GM crop research and deregulation.

Bt cotton remains the only GMO crop currently allowed for commercial cultivation in India. The approval came after extensive multi-location field trials testing performance across different agro-climatic zones, along with comprehensive safety assessments.

This decision transformed India’s cotton sector, though it also sparked intense public debate about GMO regulation. Cotton production increased significantly, and India became one of the world’s largest cotton producers.

Controversies and challenges

GEAC has faced significant controversies over the years, particularly regarding GM food crops.

The Bt brinjal moratorium: The most notable controversy surrounded the proposed commercial release of Bt brinjal in 2009. Despite GEAC’s initial approval, the decision was met with significant public opposition, leading to a moratorium imposed by the then Environment Minister Jairam Ramesh.

The GEAC report had recommended commercial cultivation of Bt brinjal but qualified it by stating that since the issue has important policy implications at the national level, the government should make the final decision. This moratorium remains in place today.

State-level resistance: Several states including Kerala, Bihar, Telangana, Maharashtra, and Gujarat have declined to issue NOCs for field trials despite GEAC approval. A Standing Committee on Agriculture recommended that mandatory consultation with state governments be built into the regulatory process.

Regulatory challenges: The Standing Committee report found shortcomings in the regulatory framework, noting that key regulators, GEAC and RCGM, suffer from poor organizational set-up and infrastructure.

Recent developments and gene editing

In what the Indian government called a “landmark decision,” in March 2022, the Union Ministry of Environment and Forest revised regulations, allowing field trials of crops developed “free of exogenous introduced DNA” (SDN-1 and SDN-2 techniques) for open field trials leading to commercial release. This represents a significant shift toward accommodating newer gene editing technologies.

GEAC continues to evaluate new applications, including recently approving field trials of GM stacked cotton varieties to evaluate resistance against pests and tolerance to herbicides.

Research involving genome engineering technologies is being actively pursued in India, with several leading institutions working on gene editing applications. However, there is still ongoing debate about how these emerging technologies will be regulated under the existing framework.

The role of FSSAI in GM food regulation

While GEAC handles environmental release approvals, the Food Safety and Standards Authority of India (FSSAI) plays a crucial role in regulating GM food safety. FSSAI, established under the Food Safety and Standards Act, 2006, is responsible for regulating the safety and quality of food products in India, including GM food. Before GM food can be marketed in India, it must undergo rigorous safety evaluations conducted by FSSAI.

This dual regulatory framework ensures that both environmental and food safety concerns are addressed before any GM product reaches consumers.

Looking ahead

India’s GMO regulatory landscape continues to evolve. The Government of India has been working to establish the Biotechnology Regulatory Authority of India (BRAI) to create a single-window system for GMO research, safety, and regulatory measures. While the BRAI bill was introduced in Parliament, it has not yet been passed.

Although portals like GEAC, IGMORIS (Indian GMO Research Information System), and Biosafety Clearing House are fulfilling their roles in assessing biosafety and regulation of GM crops, there remains an urgent need to build a single-window system and online portal for assessment, control, regulations, and approval of GM crops.

As biotechnology advances and global food security challenges intensify, GEAC’s role in balancing innovation with safety will remain critically important for India’s agricultural future.
