What is AGMARK?
AGMARK is a certification mark employed on agricultural products in India, assuring consumers that these products conform to standards approved by the Directorate of Marketing and Inspection (DMI). The term combines “Ag” for agriculture and “mark” for certification. This certification system was introduced under the Agricultural Produce (Grading and Marking) Act of 1937, later amended in 1986, making it one of India’s oldest quality assurance frameworks for agricultural goods.
The system was originally designed by Archibald MacDonald Livingstone, who served as Agricultural and Marketing Adviser to the Government of India from 1934 to 1941. The primary goal was to protect local farmers from dealers who might pay less than the produce’s true worth due to the absence of quality certification. Today, AGMARK standards cover quality guidelines for over 220 different agricultural commodities across categories including cereals, pulses, oilseeds, vegetable oils, fruits, vegetables, spices, and semi-processed products.
How AGMARK grading works
The grading process under AGMARK follows a scientific approach to ensure objectivity and reliability. Standards are not arbitrarily set-they are developed through systematic analysis of product samples collected from producing areas, wholesale markets, and various regions across the country.
Development of grade standards
The process of setting standards involves collecting samples of agricultural products from different parts of the country and analyzing them in Regional Agmark Laboratories. The analytical data obtained is statistically evaluated, and the Central Agmark Laboratory suggests limits for various quality parameters across different grades. These standards also consider specifications from international bodies such as the Codex Alimentarius Commission and the International Organization for Standardization (ISO).
Once draft standards are prepared, they are published for public comment. After incorporating stakeholder feedback, the final notification is vetted by the Ministry of Law & Justice and published in the Gazette of India.
Grade categories and parameters
For each commodity, two to three grades are typically prescribed based on intrinsic quality and parameters related to cleanliness, extraneous matter, and active components. For example, cereals and pulses are graded based on moisture content, foreign matter, damaged grains, and presence of weevils. Fresh produce like mangoes and apples are evaluated on size, shape, color, maturity, and freedom from blemishes. Spices are assessed for volatile oil content, pungency, and color.
The certification process
Obtaining AGMARK certification involves several steps that ensure thorough quality assessment and compliance with prescribed standards.
Eligibility requirements
To qualify for grading and certifying agricultural commodities under AGMARK, applicants must have the necessary infrastructure to process the commodity. They must also have access to an approved laboratory for grading or own their own laboratory that meets DMI standards. Applicants meeting these conditions can apply to the nearest DMI office for a Certificate of Authorisation.
Application and verification
The application process begins with submitting Form A along with required documents including the firm’s registration certificate, business address proof, and list of commodities to be graded. For food grain-based products, a storage license is also required. The verification process typically takes 30 to 40 days, after which the Certificate of Authorisation is granted.
Testing and grading
Once authorized, the approved chemist at the packer’s laboratory analyzes raw materials and processed commodities to determine the appropriate grade standard. Products are then packed under the chemist’s supervision. Inspecting officers from DMI conduct regular visits to authorized premises, drawing check samples that are analyzed at Regional Agmark Laboratories to verify compliance with prescribed standards.
The AGMARK laboratory network
The AGMARK system operates through state-owned laboratories located across the nation. The Central AGMARK Laboratory (CAL) in Nagpur serves as the apex laboratory, supported by Regional AGMARK Laboratories in eleven nodal cities including Mumbai, New Delhi, Chennai, Kolkata, Kanpur, Kochi, Guntur, Amritsar, Jaipur, Rajkot, and Bhopal. Each regional laboratory specializes in testing products of regional significance. Additionally, there are over one thousand approved commercial laboratories throughout the country that attend to grading and marking activities.
Commodities covered under AGMARK
AGMARK certification extends to a wide variety of agricultural products. According to DMI’s official classification, notified commodities are grouped into categories including food grains and allied products, fruits and vegetables, spices and condiments, edible nuts, oilseeds, vegetable oils and fats, oil cakes, essential oils, fiber crops, livestock and dairy products, and other miscellaneous products.
For domestic trade, commonly graded products include ghee, butter, spices, vegetable oils, mustard, wheat atta, honey, and besan. For exports, fruits, vegetables (especially grapes and onions), essential oils, and basmati rice are particularly significant.
Mandatory vs. voluntary certification
While AGMARK certification is voluntary for most agricultural products, it is mandatory for certain items. Under Food Safety and Standards regulations, blended edible vegetable oils and fat spreads require compulsory AGMARK certification before they can be sold in the market.

Products certified under AGMARK must follow specific packaging and labeling guidelines. The packaging must use good quality, clean, and rust-free containers appropriate for the commodity. Labels must display the AGMARK insignia along with essential information including the packer’s name and address, batch number, date of packing, grade designation, and net weight.
The distinctive AGMARK logo serves as visual confirmation of certification and quality compliance. For export products, additional documentation confirming compliance with the importing country’s requirements accompanies the consignment.
AGMARK in the digital age
The AGMARK system has evolved to incorporate modern technology for greater efficiency and accessibility. The e-AGMARK portal, developed by the National Informatics Centre (NIC), allows online application submission, fee payment, and certificate generation. This digital transformation has reduced paperwork and processing time, making certification more accessible to farmers and traders across India.
Efforts are also underway to integrate blockchain-based traceability and real-time monitoring of certified products, which would further enhance the credibility of AGMARK certification in both domestic and international markets.
Challenges and the road ahead
Despite its benefits, the AGMARK system faces certain challenges. Many small and marginal farmers remain unaware of the certification process and its advantages. The cost of certification and compliance with packaging requirements can be prohibitive for small-scale producers. There are also shortages in testing facilities in rural areas, leading to delays.
To address these issues, special programs are being developed to help small producers through cluster approaches, where groups of farmers collectively pursue certification. Relaxed processing charges and requirements now apply to Farmer Producer Organizations and Farmer Producer Companies to encourage wider participation.
