Quality assurance in agricultural products directly affects consumer health, farmer incomes, and market efficiency. In India, AGMARK certification serves as the primary mechanism for ensuring that agricultural commodities meet defined quality standards. This voluntary certification system, backed by legal provisions, creates a structured framework for standardizing and grading everything from spices and ghee to cereals and vegetable oils.

AGMARK stands for Agricultural Marketing and functions as a certification mark employed on agricultural products in India. The Agricultural Produce (Grading and Marking) Act of 1937, amended in 1986, provides the legal backing for this certification system. The term was coined by combining ‘Ag’ (agriculture) and ‘mark’ (certification mark) when the bill was first presented in the Indian Parliament.

The Directorate of Marketing and Inspection (DMI), operating under the Ministry of Agriculture and Farmers’ Welfare, implements the AGMARK certification scheme. DMI headquarters is located in Faridabad, Haryana, with 11 Regional Offices and 26 Sub-Offices spread across the country. The certification functions as a third-party guarantee, assuring consumers that products conform to government-approved quality standards.

The scope of AGMARK standards

AGMARK standards currently cover quality guidelines for 224 different agricultural commodities. These include a wide variety of products essential to daily life and trade.

Categories of products covered

The certification extends to multiple product categories. Staple foods such as rice, wheat, maize, and various pulses (tur, moong, urad, chana) fall under AGMARK purview. Oils and fats including vegetable oils, ghee, and creamery butter are commonly graded and certified. The system also covers spices like turmeric, chilli, and coriander, along with processed products such as wheat atta, besan (gram flour), suji (semolina), maida, and honey.

For exports, fruits and vegetables-particularly grapes and onions-receive significant attention. The European Commission has approved DMI’s conformity checking operations for pre-shipment inspection of fresh fruits and vegetables destined for EU countries.

How AGMARK standards are developed

The development of agricultural commodity standards follows a rigorous scientific approach. Given that hundreds of agricultural product varieties grow under diverse agro-climatic conditions, physical and chemical parameters vary significantly.

The scientific process

Standards development begins with identifying commodities based on national importance, demand, and requirement. Samples are then collected directly from producing areas and wholesale markets across the country. These samples undergo analysis at Regional AGMARK Laboratories for identified parameters. The Central AGMARK Laboratory in Nagpur statistically analyzes the obtained data and suggests limits for various quality parameters across different grades.

The specifications also consider parameters prescribed in the Food Safety and Standards regulations and international standards from the Codex Alimentarius Commission and ISO. Draft standards are circulated through the Gazette of India, inviting comments from all stakeholders. After reviewing these inputs, final notifications are prepared, vetted by the Ministry of Law & Justice, translated into Hindi, and published officially.

Grade classifications

AGMARK standards differentiate between quality levels, with 2-3 grades prescribed for each commodity. These grades are based on intrinsic quality and various parameters related to cleanliness, extraneous matter, and active components. The general hierarchy includes Special Grade (highest quality), Standard Grade, and General Grade. Parameters used for grading typically cover physical characteristics (size, shape, colour, appearance), chemical composition (moisture content, fat percentage, acidity), and absence of contaminants or adulterants.

The certification process

Obtaining AGMARK certification involves multiple steps ensuring that only quality products receive the certification mark.

Laboratory network

The certification scheme operates through a robust laboratory infrastructure. The Central AGMARK Laboratory (CAL) in Nagpur serves as the apex laboratory, primarily engaged in research activities and formulating specifications for new commodities. Eleven Regional AGMARK Laboratories are located in nodal cities including Mumbai, New Delhi, Chennai, Kolkata, Kanpur, Kochi, Guntur, Amritsar, Jaipur, Rajkot, and Bhopal. According to NABL accreditation data, nine of these twelve laboratories are accredited as per International Standard ISO 17025.

Beyond government laboratories, more than one thousand approved commercial laboratories across the country attend to grading and marking of commodities. Chemists at these laboratories receive training at Regional AGMARK Laboratories before approval.

Certificate of authorisation

Producers and processors seeking AGMARK certification must apply to the nearest DMI field office. After submitting required documents and demonstrating capacity to process and pack commodities, applicants receive a Certificate of Authorisation (CA) valid for five years. Currently, more than 6,000 CA holders operate throughout the country.

The approved chemist at an authorised facility analyzes raw materials and processed commodities to determine grade standards, ensuring products are packed under supervision. DMI inspecting officers conduct frequent visits to authorised premises, drawing check samples that are analysed in Regional AGMARK Laboratories to verify conformance with prescribed standards.

Labelling requirements for certified products

All AGMARK-certified products must display the AGMARK insignia along with specific mandatory information. This includes the name and address of the authorised packer, commodity name, grade designation, lot or batch number, date of packing, best before date, net weight or volume, and maximum retail price. For mixed products like blended spices, ingredients must be listed in descending order by weight.

Benefits of AGMARK certification

The grading and certification system provides advantages across the agricultural value chain.

For farmers and producers

AGMARK enables farmers to receive prices that reflect the actual quality of their produce. Standardised grades help eliminate arbitrary price-fixing by intermediaries, as grades establish a transparent quality benchmark. Farmers can also access bank loans more easily based on the grades of commodities stored in warehouses. The certification reduces rejection rates in both domestic and export markets.

For consumers

Consumers gain assurance about product quality and purity through the AGMARK mark. The standardisation enables meaningful comparison shopping across different brands. Consumers dissatisfied with AGMARK-certified products can lodge complaints with the Agricultural Marketing Adviser, providing details like the label serial number, lot number, date of packing, and seller information. Genuine complaints result in action against the packer and free replacement of products to the consumer.

For market efficiency

Grading provides a legal description of quality that facilitates proper marketing and assists in forming binding agreements. It enables interstate and international marketing, reduces disputes between buyers and sellers, and ensures price stability. Perhaps most importantly, standardisation allows transactions without physical verification by distant buyers-parties can trade confidently based on grade specifications alone.

Voluntary versus mandatory certification

AGMARK certification is generally voluntary for domestic trade. Products like spices, ghee, butter, mustard oil, wheat atta, besan, and honey are commonly certified on a voluntary basis. However, certification is mandatory for Blended Edible Vegetable Oils and Fat Spread as per provisions in the Food Safety and Standards Act and regulations, 2006.

For exports, DMI attends to certification of many agricultural commodities, with essential oils, fruits, and vegetables being particularly important. The voluntary nature of the scheme for most products means that while non-certified products can still be sold, AGMARK certification provides a competitive advantage in quality-conscious markets.

Consumer protection measures

The Agricultural Produce (Grading and Marking) Act includes strong enforcement provisions. Whoever marks any scheduled article with a grade designation mark without authorisation faces punishment including imprisonment up to six months and fines up to five thousand rupees. Counterfeiting grade designation marks carries even stricter penalties-imprisonment up to three years and equivalent fines.

Authorised officers can enter premises at reasonable times to inspect agricultural produce if they have reason to believe any provision has been violated. They may seize and detain produce in relation to which an offence appears to have been committed. For perishable goods, officers can dispose of seized produce in a prescribed manner to prevent waste.

Looking ahead

AGMARK continues to evolve with changing market dynamics. Integration with digital systems through the e-AGMARK portal streamlines certification processes. Alignment with international standards, particularly Codex Alimentarius requirements, enhances export potential. As consumer awareness about food quality grows and agricultural markets become more integrated, standardisation and grading systems like AGMARK become increasingly valuable for ensuring fair, transparent, and efficient trade.
