For food processing units, maintaining rigorous quality and safety protocols isn’t just about regulatory compliance-it’s about protecting public health and building consumer trust. Understanding the standards, systems, and practices that govern food safety helps processing units deliver products that are consistently safe and high-quality.

The foundation of global food safety: Codex Alimentarius

Codex Alimentarius, Latin for “Food Code,” is a collection of internationally adopted standards, guidelines, and codes of practice established by the Food and Agriculture Organization (FAO) and World Health Organization (WHO). These standards are used worldwide to harmonize national food safety regulations and serve as the international reference point for food safety under the World Trade Organization’s Agreement on Sanitary and Phytosanitary Measures.

Codex standards, guidelines, and codes of practice address the entire food production chain, covering individual product standards as well as general standards for food hygiene, additives, labeling, nutrition, contaminants, and pesticide residues. For food processing units, compliance with Codex standards ensures products meet internationally accepted benchmarks, facilitating smoother entry into global markets.

Why Codex matters for processing units

One notable Codex text on food safety management, HACCP (Hazard Analysis and Critical Control Point), is widely used by food businesses globally, and many countries have incorporated it into their national legislation. The USDA emphasizes that food regulators can incorporate Codex texts into their regulations knowing they are science-based and risk-based, while food producers can follow these guidelines to ensure product safety and maximize international trade potential.

ISO 22000: A systematic approach to food safety management

While Codex provides the foundational standards, ISO 22000 offers a comprehensive framework for implementing food safety management systems (FSMS). ISO 22000 is an international standard that specifies requirements for a food safety management system, designed to ensure organizations in the food chain can consistently provide safe products and services. The standard integrates the principles of HACCP and application steps developed by the Codex Alimentarius Commission.

Key components of ISO 22000

ISO 22000 combines generally recognized key elements to ensure food safety along the food chain, including interactive communication, system management, and prerequisite programs. The standard helps organizations identify, prevent, and control food safety hazards at every stage-from primary production through processing, distribution, and retail.

Food processing units implementing ISO 22000 must address several critical requirements:

  • Interactive communication: Communication along the food chain is essential to ensure all relevant food safety hazards are identified and adequately controlled at each step, including communication between organizations both upstream and downstream.
  • System management: Organizations must establish clear policies, objectives, and procedures for managing food safety risks.
  • Prerequisite programs: These programs reduce the likelihood of contamination through proper facility design, pest control, sanitation, and employee hygiene practices.
  • HACCP principles: Systematic identification and control of critical points where hazards could occur.

ISO 22000 is the most popular voluntary food safety international standard in the food industry, with over 51,000 certified sites worldwide according to the ISO Survey 2022.

Traceability: Tracking food from farm to fork

Traceability has become a cornerstone of modern food safety systems. The ability to track food products throughout the supply chain enables rapid response during contamination events, protecting consumers and limiting economic damage from recalls.

The FDA’s food traceability rule

In the United States, the FDA’s Food Traceability Final Rule represents a significant advancement in traceability requirements. This rule establishes traceability recordkeeping requirements beyond existing regulations for persons who manufacture, process, pack, or hold foods on the Food Traceability List. The new requirements enable faster identification and rapid removal of potentially contaminated food from the market, resulting in fewer foodborne illnesses and deaths.

At the core of this rule is a requirement that covered entities maintain records containing Key Data Elements (KDEs) associated with specific Critical Tracking Events (CTEs) and provide information to the FDA within 24 hours of a request.

Critical tracking events in food processing

The FDA rule identifies several CTEs that require documentation:

  • Harvesting: Activities that remove raw agricultural commodities from their growing location
  • Cooling: Active temperature reduction processes for raw commodities
  • Initial packing: First-time packaging of raw agricultural commodities
  • Shipping and receiving: Transport arrangements and receipt of food products
  • Transformation: Any process that changes a food through combining ingredients, processing, or repackaging

For each CTE, processing units must assign and track Traceability Lot Codes (TLCs), maintain detailed records, and establish a comprehensive traceability plan that documents procedures, identifies covered foods, and designates points of contact.

Proper labeling: Communicating safety and quality

Food labeling serves as the primary communication channel between processors and consumers. Accurate, comprehensive labels enable informed purchasing decisions and help prevent allergic reactions, dietary complications, and other health risks.

Effective food labels must include:

  • Product identification: Clear description of contents and common name
  • Ingredient lists: Complete listing of all ingredients in descending order by weight
  • Allergen declarations: Prominent identification of major food allergens
  • Nutritional information: Standardized nutrition facts panel
  • Date marking: Use-by, best-before, or sell-by dates as appropriate
  • Manufacturer information: Name and address of the responsible company
  • Lot or batch numbers: Enabling traceability in case of recalls

Codex has established general standards for food labeling that many countries use as the basis for their national regulations, ensuring consistency in how food information is presented to consumers globally.

Preventing adulteration and contamination

Food adulteration-the addition of inferior, harmful, or unnecessary substances-and contamination from biological, chemical, or physical hazards represent serious threats to food safety. Processing units must implement multiple barriers to prevent these risks.

Biological hazards

Bacteria, viruses, parasites, and fungi can contaminate food at any point during processing. Controls include maintaining proper temperatures, ensuring adequate cooking times, preventing cross-contamination, and implementing rigorous sanitation protocols.

Chemical hazards

These include pesticide residues, cleaning agents, food additives in excessive amounts, and environmental contaminants. The Codex Alimentarius contains thousands of numerical levels for food additives, contaminants, and residues of pesticides and veterinary drugs that serve as reference points for safe limits.

Physical hazards

Foreign objects such as metal fragments, glass, plastic pieces, or stones can enter food during processing. Detection systems including metal detectors, x-ray machines, and visual inspection programs help identify and remove these hazards.

Regular testing and compliance verification

Implementing food safety systems requires ongoing verification through testing, audits, and inspections. Processing units should establish comprehensive testing programs that include:

  • Raw material testing: Verification that incoming ingredients meet specifications
  • In-process monitoring: Regular checks at critical control points
  • Finished product testing: Microbiological, chemical, and physical analysis before release
  • Environmental monitoring: Testing of processing environments for contamination indicators

To ensure food product safety and reduce risks of consumer exposure to contaminated foods, food producers have introduced internal quality control programs that also require suppliers to demonstrate compliance with industry-standard food safety requirements, protocols, and testing procedures.

Third-party certification

Certification to ISO 22000 is one way to demonstrate to stakeholders and customers that a food safety management system meets international requirements, showing commitment to managing potential hazards and keeping consumers safe. Third-party audits by accredited certification bodies provide independent verification that helps build trust with customers, regulators, and trading partners.

Building a food safety culture

Beyond systems and procedures, effective food safety requires a culture where every employee understands their role in protecting consumers. This involves ongoing training, clear communication of expectations, and management commitment to food safety as a non-negotiable priority.

Processing units should invest in regular employee education covering hygiene practices, hazard recognition, proper equipment handling, and emergency response procedures. When food safety becomes embedded in organizational culture, compliance shifts from being an external requirement to an internal value.
