Every day, billions of people around the world consume food products that have crossed international borders. From the spices in your kitchen to the packaged goods on supermarket shelves, international food trade is a multi-trillion dollar industry. But what ensures that these products are safe to eat and meet consistent quality standards? The answer lies largely with the Codex Alimentarius Commission (CAC), an often-overlooked but incredibly influential international body that shapes the food safety regulations affecting nearly every country on Earth.

What is the Codex Alimentarius Commission?

The Codex Alimentarius Commission is an international food standards body established jointly by the Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO) in 1963. The term “Codex Alimentarius” is Latin for “Food Code,” and that’s precisely what the Commission creates-a comprehensive collection of international standards, guidelines, and codes of practice designed to protect consumer health and ensure fair practices in food trade.

The Commission emerged from a recognition by FAO and WHO in the early 1960s that developing international standards was essential for protecting public health and minimizing disruptions to international food trade. Rather than having each country operate in isolation with potentially conflicting regulations, the founders envisioned a system where harmonized standards could facilitate the safe movement of food across borders while maintaining high safety levels.

Today, the CAC comprises 189 members, including 188 member countries and one member organization (the European Union), along with more than 230 observer organizations. This near-universal membership gives Codex standards significant legitimacy and influence in global food governance.

Core objectives of the Codex Alimentarius Commission

The CAC operates with two fundamental objectives that guide all its work. The first is protecting consumer health by establishing science-based safety standards for food products. The second is ensuring fair practices in food trade by creating a level playing field for producers and traders worldwide.

Protecting consumer health

Consumer health protection is the primary concern driving Codex work. The Commission develops standards covering virtually every aspect of food safety, from maximum residue limits for pesticides and veterinary drugs to acceptable levels of food additives and contaminants. These standards aren’t created arbitrarily-they’re developed based on sound scientific evidence provided by independent international risk assessment bodies organized by FAO and WHO.

Expert committees like the Joint FAO/WHO Expert Committee on Food Additives (JECFA), which actually predates the CAC itself, provide the scientific foundation for Codex standards. This commitment to science-based decision-making ensures that standards reflect the best available knowledge about food safety risks and how to manage them effectively.

Ensuring fair practices in food trade

Beyond safety, Codex standards address food quality, labelling, and presentation requirements that help prevent consumer deception and unfair competition. When producers and traders comply with Codex standards, consumers can trust the safety and quality of their purchases, and importers can have confidence that ordered products will meet their specifications. This mutual trust is essential for the smooth functioning of international food markets.

The WTO connection: Codex standards in international trade law

What transforms Codex standards from voluntary guidelines into influential benchmarks is their recognition by the World Trade Organization (WTO). Under the WTO’s Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement), Codex standards serve as the international reference point for food safety in trade disputes.

The SPS Agreement encourages WTO members to base their food safety measures on international standards, guidelines, or recommendations. While countries aren’t required to adopt Codex standards exactly as written, those that choose to impose stricter requirements may need to provide scientific justification if their measures give rise to a trade dispute. This creates a powerful incentive for countries to align their national regulations with Codex standards.

Several high-profile WTO disputes have hinged on Codex standards. For instance, disputes over hormone-treated beef and genetically modified organisms have tested how the SPS Agreement works in practice, with panels examining whether national measures were scientifically justified when they departed from international norms. The SPS Agreement identifies three standard-setting organizations-Codex for food safety, the World Organisation for Animal Health (OIE) for animal health, and the International Plant Protection Convention (IPPC) for plant health-as the authoritative bodies whose standards guide WTO members.

General Principles of Food Hygiene: the foundation of food safety

Among the many standards developed by Codex, the General Principles of Food Hygiene (CXC 1-1969) stands out as perhaps the most foundational document in global food safety. First adopted in 1969 and revised multiple times since, most recently in 2020 and 2022, this code of practice provides common ground for the control of food safety worldwide and forms the basis for all other Codex hygiene texts and standards.

The General Principles cover the entire food chain from primary production through to final consumption. They establish requirements for Good Hygiene Practices (GHPs) that food business operators should implement to ensure food is produced and handled in an environment that minimizes the presence of contaminants. These practices address everything from facility design and maintenance to personal hygiene of workers, sanitation procedures, and temperature control.

The 2020 revision brought significant updates, including enhanced guidance on allergen management-a growing food safety concern globally. It also strengthened requirements for training and competence, recognizing that even the best-designed food safety systems depend on knowledgeable, capable personnel to implement them effectively.

The HACCP system: a preventive approach to food safety

Integrated within the General Principles of Food Hygiene is the Hazard Analysis and Critical Control Point (HACCP) system, which represents a fundamental shift in how food safety is managed. Rather than relying primarily on end-product testing to catch problems, HACCP takes a preventive approach by identifying potential hazards before they occur and establishing controls at critical points in the production process.

The seven principles of HACCP

The Codex HACCP system is built on seven principles that guide food businesses in developing and maintaining effective food safety management systems. These include conducting hazard analysis to identify potential biological, chemical, and physical hazards; determining critical control points where control is essential; establishing critical limits that must be met at each CCP; implementing monitoring procedures; defining corrective actions when deviations occur; establishing verification procedures; and maintaining documentation and records.

What makes HACCP particularly powerful is its flexibility. The system can be applied to any food operation, from small-scale processors to multinational food companies, though the specific hazards and controls will vary depending on the product and process involved. Good Hygiene Practices provide the foundation that must be in place before HACCP can be effectively implemented-without solid GHPs, even a well-designed HACCP plan will fail.

Recent updates to Codex HACCP guidance

The 2022 revision to the General Principles reintroduced tools for determining critical control points, including a decision tree and CCP determination worksheet that had been removed from earlier versions. These practical tools help food business operators systematically work through their processes to identify where controls are truly critical versus where Good Hygiene Practices alone are sufficient.

How Codex standards are developed

Codex standards don’t appear overnight. They’re developed through a rigorous, multi-step process that ensures broad input and scientific review. The process typically begins with a proposal for new work, which must be approved by the Commission. From there, draft standards move through multiple rounds of comment and revision, with input from member countries, observer organizations, and relevant expert bodies.

The Commission’s work is supported by an Executive Committee and numerous subsidiary bodies, including General Subject Committees that address cross-cutting issues like food hygiene and food labelling, and Commodity Committees focused on specific food categories. Regional Coordinating Committees also play a role, helping to address food safety issues of particular relevance to different parts of the world.

This elaborate structure ensures that standards reflect diverse perspectives while maintaining scientific rigor. The process can be time-consuming-some standards take years to develop-but the resulting consensus-based approach gives Codex standards credibility and legitimacy that unilateral national standards cannot match.

The continuing relevance of Codex

International food trade continues to grow, with new challenges emerging regularly. Climate change affects food production patterns and introduces new pest and disease pressures. Novel food technologies like genetic modification, nanotechnology, and cell-cultured meat raise regulatory questions that weren’t anticipated when Codex was founded. Antimicrobial resistance has emerged as a critical food safety and public health concern requiring coordinated international action.

Through it all, the Codex Alimentarius Commission continues to evolve. Recent sessions have addressed topics ranging from maximum limits for lead in spices to guidelines for food hygiene in traditional markets-recognizing that in many regions, such markets are where the majority of consumers source their food. This responsiveness to emerging issues, combined with the foundational work represented by documents like the General Principles of Food Hygiene and HACCP guidelines, ensures that Codex remains central to global food safety governance.
