Every time you pick up a product from a supermarket shelf-whether it’s canned food, packaged meat, or bottled water-you’re trusting that someone, somewhere, has ensured it’s safe to consume. Behind that trust lies a sophisticated network of international standards that govern how food is produced, handled, and delivered across the globe. At the heart of this system stands the International Organization for Standardization (ISO), a non-governmental body that has been quietly shaping global commerce since 1947.

What is the International Organization for Standardization?

ISO is an independent, non-governmental international organization that develops and publishes standards across virtually every industry imaginable-from technology and manufacturing to healthcare and food safety. Headquartered in Geneva, Switzerland, ISO brings together national standards bodies from over 160 countries, with each member nation represented by a single standards organization. In the United States, for example, the American National Standards Institute (ANSI) serves as the country’s representative.

The organization has published more than 25,000 international standards since its founding, and it continues to develop new ones through a consensus-based process involving global experts. These standards define specifications and requirements for products, processes, services, and systems, establishing universally recognized benchmarks for quality, safety, and efficiency.

Interestingly, “ISO” isn’t actually an acronym. The name comes from the Greek word isos, meaning “equal”-a fitting choice for an organization dedicated to creating equal standards worldwide. This universal name ensures the organization is recognized consistently across all languages and countries.

How ISO standards are developed

Creating an ISO standard is a rigorous, multi-stage process designed to ensure broad consensus and practical applicability. The development process typically involves six stages: proposal, preparatory, committee, enquiry, approval, and publication.

It begins when industry associations, consumer groups, or other stakeholders identify a need for standardization in a particular area. A working group composed of subject matter experts and industry stakeholders then prepares a working draft. This draft goes through multiple rounds of review and comment, with members from various countries weighing in on technical content. Only after achieving consensus among participating members is the standard finalized and published.

The consensus-based approach

What makes ISO standards particularly valuable is their participatory development process. National standards bodies from all regions nominate experts who vote on draft standards. This approach ensures that the final standards reflect collective expertise and meet universal needs. Government delegates, technical specialists, and key global stakeholders all contribute to shaping requirements that will ultimately affect millions of products and services worldwide.

ISO 22000: the global standard for food safety management

Among ISO’s thousands of standards, ISO 22000 stands out as particularly significant for the food industry. First published in 2005 and revised in 2018, this standard specifies requirements for a food safety management system (FSMS) that organizations can implement to demonstrate their ability to control food safety hazards effectively.

ISO 22000 applies to any organization in the food chain, regardless of size or position-from farmers and primary producers to food manufacturers, transport operators, retailers, and food service providers. Even companies that don’t directly handle food but supply packaging materials, cleaning services, or pest control can use this standard.

Key components of ISO 22000

The standard is built around several core elements that work together to create a comprehensive food safety framework:

Interactive communication ensures that relevant food safety information flows effectively both within the organization and with external stakeholders throughout the supply chain. This communication is essential for identifying and controlling hazards at every stage.

System management applies a structured approach to food safety within an organization’s overall business operations. ISO 22000 follows the same High-Level Structure as other ISO management system standards like ISO 9001 for quality management, making it easier to integrate multiple standards.

Prerequisite programs (PRPs) establish the foundational hygiene conditions and practices necessary before implementing specific hazard controls. These include Good Manufacturing Practices, Good Hygiene Practices, equipment maintenance programs, and pest control procedures.

HACCP principles form a critical component of the standard. ISO 22000 incorporates the seven principles of Hazard Analysis and Critical Control Points, requiring organizations to identify hazards, determine critical control points, and implement preventive measures.

Understanding HACCP and its integration with ISO 22000

The Hazard Analysis and Critical Control Points system has an interesting origin. It was developed in the 1960s by scientists at the Pillsbury Company working with NASA to ensure astronaut food safety. The system was designed to achieve “zero defects” in food production-critical when the consequences of foodborne illness in space could be catastrophic.

HACCP operates on seven principles: conducting hazard analysis, identifying critical control points, establishing critical limits, implementing monitoring procedures, establishing corrective actions, creating verification procedures, and maintaining documentation. This systematic, science-based approach focuses on prevention rather than relying solely on end-product testing.

How ISO 22000 extends beyond HACCP

While HACCP focuses specifically on identifying and controlling food safety hazards, ISO 22000 provides a broader framework that encompasses the entire food safety management system. The standard integrates HACCP principles while adding management system requirements like documented quality policies with measurable objectives, management review processes, internal and external communication protocols, and continuous improvement mechanisms.

ISO 22000 also places greater emphasis on prerequisite programs and requires organizations to clearly define and document these foundational activities. Additionally, the standard follows the Plan-Do-Check-Act cycle, encouraging continuous improvement of the entire food safety management system rather than just hazard control points.

How ISO standards facilitate global trade

In an increasingly interconnected world where global trade reached a record $33 trillion in 2024, the role of international standards in facilitating commerce cannot be overstated. ISO standards create a common language and framework for businesses worldwide, helping eliminate technical barriers that would otherwise impede the free flow of goods and services.

Harmonizing regulatory compliance

Different countries and regions maintain their own specific regulatory requirements for products and services. ISO standards often align with or exceed these local regulations, meaning businesses adhering to ISO standards are well-positioned to meet requirements across multiple markets. A food manufacturer certified to ISO 22000, for example, is better prepared to navigate the diverse food safety regulations of various countries, streamlining market access and reducing the need for costly product modifications.

Building consumer trust

When consumers recognize that products and services adhere to ISO standards, their confidence in purchasing is significantly enhanced. This trust is especially critical in the food industry, where safety concerns directly affect health and wellbeing. ISO certification demonstrates that an organization has been verified by an independent third party and meets internationally recognized benchmarks for safety and quality.

Enhancing competitive advantage

Companies that demonstrate adherence to ISO standards gain a distinct advantage in the global marketplace. ISO certification sets businesses apart as reliable, quality-conscious partners-particularly valuable for organizations looking to expand into new markets or compete for contracts with major retailers and manufacturers who increasingly require their suppliers to meet recognized food safety standards.

The World Trade Organization connection

ISO maintains a strategic partnership with the World Trade Organization aimed at promoting a free and fair global trading system. Under the WTO Agreement on Technical Barriers to Trade, member countries are encouraged to base their technical regulations on international standards like those produced by ISO. This alignment helps prevent situations where differing national standards create artificial barriers to trade.

When countries adopt ISO standards as their national benchmarks-as more than 60% of Malaysian standards are, for instance-products meeting those specifications can move more freely across borders. This harmonization benefits everyone: manufacturers can achieve economies of scale, consumers gain access to more products at competitive prices, and regulators can reference established international standards rather than developing unique requirements from scratch.

Certification process and benefits

Achieving ISO 22000 certification involves a structured process. Organizations typically begin with a gap analysis to assess their current systems against the standard’s requirements. They then develop and implement the necessary documentation, policies, and procedures. Internal audits help verify that the system is functioning as intended before a third-party certification body conducts an external audit.

The benefits of certification extend beyond mere compliance. Organizations often report improved operational efficiency, reduced risk of food safety incidents, enhanced ability to meet legal requirements, and stronger relationships with customers and stakeholders. The certification also provides a framework for continuous improvement, with annual surveillance audits ensuring organizations maintain and enhance their systems over time.

As global supply chains become more complex and consumers more demanding, the importance of international standards will only grow. ISO continues to evolve its standards to address emerging challenges-from climate change impacts on food production to new technologies in food processing and distribution. The organization’s commitment to consensus-based, science-driven standard development ensures that these frameworks remain relevant and effective.

For food businesses, understanding and implementing ISO 22000 isn’t just about meeting regulatory requirements or satisfying customer demands. It’s about building a systematic approach to food safety that protects consumers, reduces operational risks, and creates the foundation for sustainable growth in an increasingly connected global marketplace.
