Understanding AGMARK and its foundation
AGMARK is a certification mark employed on agricultural products in India, assuring consumers that products conform to standards approved by the Directorate of Marketing and Inspection (DMI). The system operates under the Agricultural Produce (Grading and Marking) Act of 1937, which empowers the Central Government to fix grade designations, define quality indicators, and specify grade marks for various commodities. Currently, AGMARK standards provide quality guidelines for over 220 different commodities, ranging from pulses and cereals to essential oils, vegetable oils, fruits, vegetables, and semi-processed products.
These standards serve multiple purposes: they help farmers receive fair prices commensurate with the quality they produce, enable consumers to obtain products of their desired quality, and facilitate smoother marketing transactions across the country.
The scientific process of formulating grade standards
Framing standards for agricultural commodities is inherently complex. Hundreds of varieties of any given agricultural product are grown across varied agroclimatic conditions throughout India, resulting in wide variations in physical and chemical parameters. The DMI follows a structured, scientific approach to address this complexity.
Step 1: Commodity selection
The process begins with selecting the agricultural commodity for which grade standards need to be framed. This selection considers national priority, necessity, and market demand. The decision involves evaluating whether standardization would benefit farmers, traders, and consumers, and whether there is sufficient production and trade volume to warrant formal grading.
Step 2: Developing a sampling plan
Once a commodity is selected, experts prepare a comprehensive sampling plan based on the geographic areas where the commodity is grown, processed, and traded. This plan ensures that samples represent the full diversity of quality variations that exist across different production regions.
Step 3: Identifying quality parameters
Technical experts identify the physical and chemical parameters that will determine the purity and quality of the commodity. These parameters vary by product type-for instance, ghee standards focus on fat content, moisture, and specific chemical characteristics, while spice standards might emphasize volatile oil content, moisture levels, and the presence of extraneous matter.
Step 4: Sample collection
Field offices of the DMI collect samples from growing areas, wholesale markets, and retail markets according to the sampling plan. This extensive collection ensures that the eventual standards reflect the actual range of quality available in the market rather than theoretical ideals.
The role of laboratory infrastructure
India’s AGMARK system operates through an extensive network of testing facilities. The Central Agmark Laboratory (CAL) at Nagpur serves as the apex laboratory, supported by 11 Regional Agmark Laboratories (RALs) located in major cities including Mumbai, New Delhi, Chennai, Kolkata, Kanpur, Kochi, Guntur, Amritsar, Jaipur, Rajkot, and Bhopal. Each regional laboratory specializes in testing products of regional significance.
The Central Agmark Laboratory houses specialized commodity divisions for efficient research and standardization work. These divisions cover agricultural products and foodgrains, spices and essential oils, oils and fats, general chemistry, livestock products including microbiology, and toxicology. Together, approximately 250 technical personnel work across this laboratory network.
Laboratory analysis and data processing
Collected samples undergo rigorous analysis in the Regional Agmark Laboratories and Central Agmark Laboratory for the identified parameters. The testing encompasses chemical analysis, microbiological analysis, pesticide residue testing, and aflatoxin analysis depending on the commodity type. Once complete, the analytical data is statistically analysed to determine appropriate quality limits.
The Central Agmark Laboratory then suggests limits for various quality parameters across different grades. Typically, 2-3 grades are prescribed for each commodity, differentiating between quality levels based on intrinsic characteristics, cleanliness, extraneous matter content, and active components.
Harmonization with international standards
AGMARK standards don’t exist in isolation. During formulation, experts consult specifications from multiple sources including the Food Safety and Standards Act regulations and international standards such as those from the Codex Alimentarius Commission and the International Organization for Standardization (ISO).
The Codex Alimentarius Commission, established jointly by the Food and Agriculture Organization and World Health Organization, develops internationally recognized standards for food safety and quality. These Codex standards are particularly significant because the World Trade Organization’s Agreement on Sanitary and Phytosanitary Measures recognizes them as reference points for resolving trade disputes. By aligning AGMARK standards with Codex guidelines, Indian agricultural products can more easily access international markets while meeting global food safety expectations.
Stakeholder consultation and finalization
Quality standards cannot be developed in a vacuum. The DMI ensures broad stakeholder participation throughout the formulation process.
Committee review
The relevant Committee on AGMARK Standards reviews draft standards with representatives from trade organizations, industry bodies, and consumer groups. These discussions help ensure that proposed standards are practical, achievable, and aligned with market realities while maintaining quality objectives.
Public notification process
After committee review, preliminary Grading and Marking Rules for the commodity are drafted and vetted by the Ministry of Law and Justice. The draft is then translated into Hindi and published in the Gazette of India to invite comments and suggestions from all stakeholders. This publication period allows farmers, processors, traders, consumer advocates, and other interested parties to provide feedback on the proposed standards.
Final notification
The comments and suggestions received during the public consultation period are carefully considered. Based on this feedback, the final notification is drafted, vetted again by the Ministry of Law and Justice, translated into Hindi, and published in the Gazette of India. Only after this comprehensive process does a new AGMARK standard become official.
Ongoing revision and quality assurance
AGMARK standards are not static. The Central Agmark Laboratory continuously engages in research activities to revise specifications of various commodities and develop new methods of analysis. This ongoing work ensures that standards remain relevant as agricultural practices evolve, new varieties emerge, and food safety knowledge advances.
The Agmark Quality Control Management System (AQCMS), introduced in 2018, has modernized certification processes by replacing manual procedures with a digital platform. This system enhances efficiency, transparency, and traceability throughout the quality control process.
The broader impact of well-formulated standards
When AGMARK grade standards are carefully formulated through this scientific and consultative process, multiple stakeholders benefit. Farmers can receive prices that reflect the actual quality of their produce rather than accepting arbitrary valuations from traders.
