When Indian seafood lands on a supermarket shelf in Tokyo, or a shipment of basmati rice clears customs in the EU, it doesn’t happen by chance. Behind every successful export consignment is a structured inspection and certification process that verifies the product meets the importing country’s safety and quality requirements. In India, this process is governed by the Export Inspection Council (EIC), established under the Export (Quality Control and Inspection) Act, 1963. The EIC implements two broad approaches to certification: consignment-wise inspection and system-based certification. Understanding how these work – and when each applies – is essential for anyone involved in India’s export trade.

The two broad approaches to export certification
Export inspection in India is not a one-size-fits-all process. The EIC operates through five Export Inspection Agencies (EIAs) located in Chennai, Mumbai, Delhi, Kolkata, and Kochi, supported by 24 sub-offices across the country. These agencies apply different certification systems depending on the type of commodity, the destination country’s requirements, and the exporter’s track record. At the broadest level, there are two approaches: Consignment Wise Inspection (CWI), which deals with individual shipments, and system-based certification, which focuses on approving the manufacturing unit itself.
Consignment wise inspection (CWI)
CWI is the most straightforward of the inspection methods. Under the Consignment Wise Inspection system, every export consignment is inspected and tested by the recognized inspection agency. Samples are drawn according to statistical sampling plans and tested to verify that the products conform to prescribed standards. If the inspection agency is satisfied, a certificate is issued for that consignment.
In practical terms, this means the exporter submits their shipment for inspection before it leaves the country. Inspection officers select packages for examination in line with established sampling procedures, and the drawn samples are homogeneously mixed before being divided into parts for testing. Once the consignment clears both field inspection and laboratory testing, an inspection certificate is issued – which is valid for a period of forty-five days.
CWI is practical for exporters who do not yet have an approved quality management system in place, or for commodities where a batch-by-batch check is mandated by the importing country. However, it has a limitation: it evaluates the finished product, not the process that made it. This is where system-based approaches offer a stronger guarantee.
System-based certification approaches
System-based certification shifts the focus from checking individual shipments to verifying that a manufacturing unit has robust quality controls embedded throughout its production process. The degree to which industry effectively utilizes quality assurance procedures can influence the methods and procedures by which government services verify that requirements have been met. There are three system-based approaches recognised under India’s export certification framework: In-Process Quality Control (IPQC), Self-Certification (SC), and Food Safety Management Systems based Certification (FSMSC).
In-process quality control (IPQC)
IPQC is applied at various stages of production rather than only at the point of shipment. Units approved under the IPQC system may themselves issue the certificate of inspection, but only for the products for which they have been granted IPQC facilities. The final certificate of inspection on the end-products is then given without in-depth study at the shipment stage.
To apply for IPQC approval, a manufacturer submits an application to the relevant Export Inspection Agency along with documentation covering the facility, production processes, and quality control measures. An Assessment Panel evaluates the facility and its findings must clearly declare whether the unit meets the required standards. Once approved, the unit can issue its own export certificates for the approved products, making the pre-shipment process more efficient.
IPQC emphasises continuous monitoring at critical production stages, statistical process control, detailed documentation, and employee training. This makes it a far more proactive approach than end-product inspection – problems can be caught and corrected during production rather than after the consignment is packed and ready to ship.
Self-certification (SC)
Self-Certification goes a step further than IPQC and represents a high level of trust extended to experienced exporters. Under the Self-Certification scheme, large exporters and manufacturers are allowed to inspect their product without involving any other party. Permission for SC is granted by the Director (Inspection and Quality Control) at the Export Inspection Council of India, and is available to manufacturers of engineering products, chemical and allied products, and marine products.
The rationale behind this system is straightforward: Self-Certification is given on the basis that the exporter is the best judge of the quality of his own products and will not allow his reputation to be compromised in the international market. SC approval is granted for a period of one year and builds on the IPQC framework, adding requirements for design control, comprehensive internal and external audits, corrective action tracking, and customer feedback mechanisms.
For an exporter, achieving SC status is not just an administrative convenience – it signals a maturity in quality management that can strengthen credibility with international buyers.
Food safety management systems based certification (FSMSC)
FSMSC is the most rigorous of the system-based approaches and is specifically designed for food products. Under FSMSC, processing establishments conforming to Food Safety Management Systems based on Hazard Analysis Critical Control Points (HACCP), Good Manufacturing Practices (GMP), and Good Hygiene Practices (GHP) are approved.
HACCP is a cornerstone of FSMSC. It integrates a systematic approach to identifying, preventing, and controlling food safety hazards at every stage of the food chain – from farm to fork. In the FSMSC context, this means a food processing unit must identify potential hazards, determine critical control points (CCPs) in the production process, set critical limits at each CCP, and maintain detailed monitoring and corrective action records.
GMP and GHP work alongside HACCP to cover the facility infrastructure and hygiene conditions in which food is produced – things like equipment sanitation, staff hygiene, pest control, and water quality. Together, these three pillars create a comprehensive quality and safety framework that is validated before the unit receives FSMSC approval.
FSMSC is not voluntary for all food products. For fish and fishery products, raw meat (chilled/frozen), milk and milk products, and poultry meat and poultry meat products, the Government of India has made it mandatory that these products can be exported only from approved units covered under this system. For other products such as black pepper, basmati rice, and honey, FSMSC is adopted either voluntarily or as required by the importing country.
The growth of this system reflects its effectiveness. The number of export establishments approved through the FSMS-based system increased to 1,446 in 2023-24 from 794 in 2013-14 – an 82% increase over the decade. This growth reflects both tighter international requirements and the increasing confidence that Indian food exporters have in building robust, system-level quality controls.
How the systems compare
Each system serves a different level of quality assurance maturity. CWI is reactive – it verifies a finished batch. IPQC is proactive – it monitors quality during production. SC extends that proactivity to a self-regulated model for experienced exporters. FSMSC takes the broadest view, certifying the entire operating system of a food processing unit against internationally recognised standards.
Importantly, consistent and transparent application of risk analysis facilitates international trade by increasing confidence in food safety and inspection systems of trading partners, and enables inspection resources to be targeted effectively at hazards across the entire food production and distribution chain. This is exactly what system-based certification achieves – it redirects regulatory attention from individual consignments to the underlying conditions that determine product quality every day.
Why this matters for global trade
The certification systems India uses are not designed in isolation. Governments retain the fundamental responsibility to ensure, through official inspection and certification, the conformity of foodstuffs to requirements. At the same time, international bodies like the Codex Alimentarius Commission have set guidelines to harmonise inspection and certification practices so that exporting and importing countries can build mutual trust.
India’s EIC has equivalence agreements and cooperation arrangements with major trading partners including the USA, the European Union, Japan, Korea, and Australia. These agreements mean that certifications issued by EIC/EIAs are recognised by the competent authorities in those countries – directly facilitating market access for Indian exporters. The expansion of ISO 17025-accredited laboratories supporting these agencies further strengthens the scientific credibility behind every certificate issued.

The choice between CWI and a system-based approach affects not only compliance but also operational efficiency, export timelines, and international market reputation.
