Countries importing food products demand assurances that what they receive meets stringent safety standards. For India, a major food exporter, this means having robust systems in place to certify that exports-whether marine products, dairy, honey, or poultry-comply with both domestic regulations and international benchmarks. The current export quality control landscape represents a sophisticated blend of regulatory oversight, certification mechanisms, and alignment with global food safety frameworks.

The evolving role of India’s Export Inspection Council
The Export Inspection Council of India (EIC), established on January 1, 1964, functions as the official certification body ensuring the quality and safety of products exported from India. Operating under the Ministry of Commerce and Industry, the EIC has transformed from a basic regulatory authority into a key facilitator of India’s export trade.
The council’s growth over the past decade demonstrates India’s commitment to export excellence. The laboratory ecosystem has expanded from 21 recognized labs in 2013-14 to 78 accredited laboratories in 2024-25, all meeting ISO 17025 standards. The number of approved export establishments grew from 794 to 1,446 during the same period-an 82 percent increase. Export certificates accepted by importing countries nearly doubled, rising from 61,000 to over 120,000 annually.
The EIC operates through five strategically located Export Inspection Agencies (EIAs) in Chennai, Mumbai, Delhi, Kolkata, and Kochi. These agencies are supported by approximately 24 sub-offices at major ports and export hubs, creating a comprehensive network capable of serving exporters across India.
International standards shaping export certification
Modern food export certification doesn’t exist in isolation. It must align with globally recognized frameworks that importing countries trust and recognize.
Codex Alimentarius: the global reference point
The Codex Alimentarius Commission, established by the Food and Agriculture Organization (FAO) and World Health Organization (WHO), develops food standards that serve as international references for food trade. Its primary objectives include protecting consumer health, ensuring fair practices in food trade, and coordinating food standards work globally.
For exporting nations, compliance with Codex standards carries significant weight. World Trade Organization members applying Codex standards meet their obligations under the Agreement on Sanitary and Phytosanitary Measures. The EIC actively participates in Codex Alimentarius, ISO, and WTO forums to advance science-based standards and reduce trade barriers.
HACCP: the preventive approach to food safety
Hazard Analysis and Critical Control Point (HACCP) represents a systematic, preventive approach to food safety. Rather than relying solely on end-product testing, HACCP builds safety measures throughout the production process. The system addresses biological, chemical, and physical hazards through seven core principles: conducting hazard analysis, determining critical control points, establishing critical limits, establishing monitoring procedures, establishing corrective actions, establishing verification procedures, and establishing record-keeping procedures.
The Codex Alimentarius General Principles of Food Hygiene describe the basic conditions and practices expected for foods intended for international trade. These principles form the foundation upon which effective food safety management systems are built.
Products requiring mandatory export certification
The EIC provides mandatory certification for specific food categories where quality and safety concerns are paramount. These notified commodities include fish and fishery products, dairy products, honey, egg products, meat and meat products, poultry meat products, animal casings, gelatin, ossein and crushed bones, and feed additives and pre-mixtures.
Additional products covered include basmati and non-basmati rice, fruits and vegetables, peanuts destined for the EU, Malaysia, and Singapore, rapeseed and soybean meal for China, and black pepper for the USA. The council also operates a voluntary certification scheme for non-notified food products when importing countries require such documentation.
Certification systems: multiple approaches for diverse needs
The EIC implements several certification approaches, each designed to address specific operational requirements and product categories.
Consignment-wise inspection
The traditional approach involves physically examining each export consignment against specified standards before shipment. Although resource-intensive, this method provides high assurance levels for sensitive products or when importing countries specifically require such inspection. Samples are collected, tested in accredited laboratories, and only consignments meeting all requirements receive export certificates.
In-Process Quality Control (IPQC)
This system focuses on monitoring the manufacturing process rather than just the final product. By assessing the production environment, raw materials, and manufacturing practices, the EIC ensures quality is built into products at every stage. Facilities operating under IPQC undergo regular audits to verify compliance with prescribed standards. Units approved under this system can issue their own certificates of inspection for products where they have been granted IPQC facilities.
Self-Certification (SC)
The Self-Certification system builds upon IPQC norms with additional stringent requirements for design and development, quality audits, after-sales service, housekeeping, and facility maintenance. This system is available to manufacturers of engineering products, chemical and allied products, and marine products who have demonstrated robust internal quality control systems. The underlying philosophy is that established exporters have strong incentives to maintain quality standards to protect their market reputation.
Food Safety Management Systems-based Certification (FSMSC)
FSMSC certifies food processing units adhering to Food Safety Management Systems based on HACCP, Good Manufacturing Practices (GMP), and Good Hygiene Practices (GHP). This certification is mandatory for exporting fishery, meat, milk, and poultry products. The approach integrates comprehensive hazard analysis with operational controls throughout production, ensuring end-product safety meets both domestic and international standards.
International recognition and equivalence agreements
For certification to facilitate trade effectively, importing countries must recognize and trust the exporting country’s certification system. The EIC’s certification is recognized by major international regulatory bodies, including the European Union, United States (FDA), Australia, Turkey, Korea, and Japan.
These recognition agreements allow certified Indian products to enter foreign markets with confidence that they meet the destination country’s import requirements. The agreements are built on demonstrated equivalence-showing that India’s control systems achieve the same level of protection as the importing country’s own requirements.
Laboratory infrastructure and testing capabilities
Robust laboratory infrastructure underpins credible certification. The EIC coordinates with NABL-accredited laboratories capable of testing for contaminants, pathogens, residues, and other quality parameters. Testing services verify product specifications, detect potential hazards, and confirm compliance with importing countries’ requirements.
The expansion to 78 recognized laboratories ensures timely testing across India’s geography, reducing delays that could affect export shipments. Laboratories undergo regular proficiency testing and audits to maintain their accreditation status.
Capacity building and training initiatives
Over the past decade, the EIC has organized 653 training programs covering laboratory testing, quality management, and food safety systems. The International Training Centre for Food Safety and Applied Nutrition (ITCFSAN) in Mumbai has conducted over 100 training sessions since 2019, benefiting more than 6,000 personnel including food business operators, regulators, and laboratory professionals.
This investment in human capital ensures that those involved in export production and certification understand both technical requirements and the importance of maintaining standards.
Digital transformation and future directions
The EIC is launching an integrated online portal incorporating traceability modules, Laboratory Information Management System (LIMS), and E-Health certification capabilities. This digital transformation will streamline end-to-end processes involved in inspection, testing, and certification.
Advanced technologies such as IoT-based sampling techniques are being adopted. New laboratories are planned for Ahmedabad, Faridabad, and Mangalore, while existing facilities are being upgraded for species identification, virus and pathogen testing, authenticity verification, and geographic origin determination.
