What is food safety management systems certification?
Food Safety Management Systems Certification is a systems-based approach to food safety that goes beyond traditional end-product testing. Instead of merely checking the final product, FSMSC evaluates the entire production process to ensure safety is built into every stage of food manufacturing. This certification approach has been developed under India’s Export (Quality Control and Inspection) Act, 1963, which empowers the government to establish standards and prescribe certification requirements for export commodities.
The certification is managed by the Export Inspection Council of India (EIC), the country’s official export certification body. Operating through its network of Export Inspection Agencies located in Chennai, Delhi, Kochi, Kolkata, and Mumbai-along with over 30 sub-offices-the EIC provides comprehensive certification services to exporters across the country.

Marine products: Fish and fishery products represent one of India’s largest food export categories. The Marine Products Export Development Authority (MPEDA) has been instrumental in helping seafood processors implement HACCP since 1996, when US regulations made it mandatory for seafood exporters.
Meat and poultry products: Given the high-risk nature of these products, certification ensures proper handling, processing, and storage to prevent contamination and ensure consumer safety.
Milk and dairy products: Dairy exports require rigorous controls throughout the production chain, from raw milk procurement to final product dispatch. Establishments must implement GHP, GMP, and HACCP-based food safety management systems.

For other food products, while many are notified under the Act, certification may be voluntary unless specifically required by the importing country or buyer.

The process begins when a food processing unit submits an application to the relevant Export Inspection Agency. This application must include detailed documentation about the facility, production processes, and quality control measures. Initial assessment
Following application submission, an Inter Departmental Panel conducts an initial assessment of the facility.
